The Japanese garden is very well-maintained and pretty. There is a little path that leads to a gazebo with a lovely view of Lake Superior for those who do not want or cannot climb the tower stairs. For those who climb the tower, the view of Lake Superior and Duluth is wonderful!

This park has the best view of looking down at Duluth, along with the lake and Wisconsin. Nice view to take pictures. Not only that, but you get to see the japanese garden and hit a bell too!

You get a unique view of the Lake Superior from the top of the Tower. The park is a nice, shady walk.

I highly recommend checking out Enger Park and Tower. You get spectacular views of the city any time of year. I would recommend going in the fall, because you will get great views of the colors!!

Enger Park... Yes! This is one of those places you need to visit when you are in Duluth! The view from the tower is impressive. The Japanese Gardens were certainly a treat for us to see. The walk around the park was just the thing we needed at the time we needed it. My wife and I enjoyed our walk and time here at this park. I sure it is safe to say that the next time we are in Duluth, we'll be sure to check this place out again.

This was recommended by a woman at the Superior, Wisconsin, welcome center!
She said that she always takes her out of town guests. Although it was the off season and the day was chilly, we climbed to the top of tower and experienced the 360 degree view. It was worth it.

After checking into our hotel with our group of fifteen, our friend from Duluth met us and offered to bring us to Enger Park and Tower to see the city and Lake Superior. This was a short drive through a residential section with an ample parking lot.
Lucas guided us to the tower within minutes while providing us with some natural history of the area. It surely helped to have no wind, nearly no clouds and pre-sunset lighting.
With Lucas providing the human and natural history of the Duluth area and as a recreation professional, the students learned a great deal about the park, the industrial development of Duluth, kayaking and diving opportunities as well as rock and ice climbing venues.
Enger Park is an easy walk and well worth the short drive from Canal Park.

Went here for the first time and really appreciated the view of the whole city. Absolutely beautiful

Park in the lot and walk a short distance to the tower, well worth the effort. Nice climb up and once there you can look out over the Twin Ports. A must visit when the tree colors are changing in the fall, the views are spectacular.

This was our first stop when we got in to Duluth. It was a beautiful day and always a fantastic view of Duluth. People were respectful of socially distancing between each other.

Gorgeous views and great photo opportunities! The tower is not a very far walk from the parking lot but there is a trail to hike if you’re into that.

Duluth has a plethora of wonderful parks for its citizens and tourists to enjoy and this one with the tower is another to fully enjoy.

I love this place it’s one of the best things in Duluth with a beautiful view from the top and I like to see it light up at night

The Enger Tower was our first stop on this trip to Duluth. I had seen the tower before and didn't know it was something we could visit. It has wonderful 360 degree views of Duluth. We also enjoyed the Japanese Garden and the beautiful landscaping. This is free and definitely worth visiting, if only for the view.

Enjoyed the stroll around the park and to the top of the tower for the 360 degree views. they also have nice bathroom facilities at this park.

Once we finally found this (due to construction) it was worth the drive. The 5 story climb was easy and the view was breathtaking. Afterwards, we took a walk through the gardens and rang the Peace Bell.

Enger Tower gives a nice panoramic view of the Duluth and the surrounding area - Truly a 360 degree view. The tower itself is a nice piece of architecture. Pleasant walking trails wind behind the tower and in the vicinity, and are a nice jaunt.
The gardens in the park are also quite pretty, and very well maintained.
I wouldn't travel to Duluth just for this park, but if you are in town, and have an hour, it is definitely worth visiting, in my opinion.

This place has all sorts of sights to see. From the peace gong, to the view of the lake, to the tip top of the tower overlooking it all! Highly recommend this place to anybody visiting Duluth. Be sure to pack a lunch, this is a great place to picnic!

It was a clear and beautiful day which made the view amazingly gorgeous. You can see a 360 degree view from the top of the tower. The overlook of the lake was stunning. If the weather was overcast or there was fog you would want to wait for a clear day.

This always is a highlight of a trip to Duluth. Nothing like being on the top of the world checking out the view.

I grew up as a youngster 60 years ago spending many hours during the summer here. They have really improved this park since then. Made many flower gardens, added a large Japanese Bell for the kids to ring, and many more trails for some of the most beautiful views of this great city! The view from the climb to the top of the tower is awesome, as kids we would see who could run the fastest to the top, now for us seniors it's a chore to get to the top. It's a must see if you come to Duluth.

What a great view at the top of the Enger Tower! Lake Superior, ore boats, grain yards, train rails, etc. The drive up is scenic too. Parking is shaded, there were public bathrooms, and lots of rocks you could climb if you wanted. We enjoyed the little trails too. There is an official paved path to the base of the tower. Lots of stairs, but worth the exercise!

We stopped here during a break from the soccer tournament. Was super windy, but the views were lovely. The park area is nice to walk around and the tower offers a neat view of the harbor, barges, bridge, etc.
Worth the stop!

Beautiful park, very well manicured and it would have been great to bring a picnic. Families had kids at play. The tower involved climbing up a steep hill and 5 floors. It was a wonderful way to understand and get a better feel for the lake, bridges, and how the cities lay out. Glad I went, almost skipped it

If you climb to the top of the tower you can see all of Duluth, it's a beautiful view. We rang the bell and walked around, it's perfect for pictures. It is walking up hills and climbing stairs.

Very busy place in October. The leaves were beautiful. Nice place to walk around on a fall day and see the colors. They had a food truck with hot beverages and ice cream which was a nice touch. We have been here before and will return.

Great view of the city. The park is very nice too. Make sure you go to the Japanese garden also. There are picnic tables and lots of shady places to have a picnic.

Spectacular view of the entire harbors of both Duluth and Superior. You can climb stairs all the way to the top and its free. Definitely worth the stop

Wow, what a great tower and park. On this day the winds were 20+mph with gust up to 35mph but you were pretty well protected. but definitely hang only anything that could fly. Beautiful views of Duluth. Pretty easy climb up the paved walkway and the steps up to the top were concrete and you had nice landings to enjoy the view before climbing somemore.

A little signage on the trails would be my only suggestion, otherwise the tower provides a Gorgeous view of Duluth. The story boards do a great job of telling the story of the area. The Japanese friendship bell was an added hit for all visiting. We were amazed at the number of visitors for a Tuesday afternoon which speaks highly of the views available.

Must see activity! The park is beautifully done! It is a joy to stroll through but add the incredible views from the tower and other vantage points of the park and it’s a must stop activity😚!

Easy to get to from the lake area going pretty much straight up the hillside to get to it. It has a well manicured nice park area to walk, it would have been great to bring a family picnic or just hang out around the base of the tower.
The tower involved climbing up a steep hill and 5 floors. You can see a lot of the harbor, a bird's eye view of the port of Duluth and Lake Superior. It was a wonderful way to understand and get a better feel for the lake, bridges, and how the cities lay out. Glad we went, almost skipped it

Great place to go, for adults and kids.
Enjoy the walk, picnic and beautiful view.
Plus: clean park, clean bathroom.

The park was a great green space with well cared for garden and walkways. The bathroom was the cleanest I saw our entire weekend.
The stairs in the tower were easy to navigate and the view enjoyable.

The park and tower view is very beautiful. If your not able to climb the tower, the park has many benches within the park along with picnic tables.
Also worth your time to go on the back trails to see some breathtaking views.

Free parking and no admission. You climb up the tower and can see over Duluth. Wear comfortable shoes as there are a lot of steps. There is a park as well and you can ring the Japanese bell. There are paths that lead to different parts of the park and a gazebo that overlooks Lake Superior.

Beautiful little park with fabulous views of the city. You really get an overview of all the waterways that surround Duluth.

The tower was built by a very successful Norwegian emigrant who what to should his gratitude for what he accomplished in building his business. To reach the tower you travel on the Skyline Parkway. Then you up pathway to the tower. You can also climb the stairs in the tower to enhance the view.

Very lovely, well tended park. Tower has awesome views of Duluth and Lake Superior. If unable to climb tower, nearby gazebo offers lovely views also. Awesome, beautiful clean restrooms! Gardens/grounds are beautiful. Very large picnic area also.

Now THAT is a spectacular view. (Eat your heart out Ely's Peak.) The park is beautiful, and the tower itself is a work of art. From kids to 92, this is cool.

We visited as out of towners for my brother's wedding and this park was stunning! What an amazing thing to allow use of the gorgeous space for such an event. The gathering was small, but we set up for the views at the lookout and then did photos in the gardens and at the tower. Just amazingly lovely!

It's a tower. You climb it for an amazing view of the city. The overall park was very nice and enjoyable.

This park sits atop a hill overlooking the city of Duluth. the tower gives you that added perspective and is definitely worth the easy climb to the top. small plaques on the top floor describe some of what you are able to see. the views of the city and water are spectacular. the park itself while small is also very lush, green and inviting for an evening stroll. There was a wedding reception being held there the evening we visited.

We had a picnic here with our soccer team. The views are spectacular and climbing the tower was a fun experience. There was a wedding going on at the time we were there. This would be a great place for a wedding. Best of all our visit here was free.

Don't exclude winter from going up the tower! It was so fun and worth every second. The views were stunning.

5 stories, worth the view. Plus beautiful gardens for a little stroll. If you wander a little, there is a pergola area that is used for weddings. What a view!!

This park and tower are free to enter.
The climb to the top of the tower is well worth the effort as Duluth, Lake Superior, Superior and all that forms the top of the lake and surrounds comes into perspective.
Cross over road bridges, the lift bridge, the lake, the bay and the river can all be seen as well as some glorious autumn leaved maples, majestic pines, squirrels and mighty oaks.

Very peaceful location overlooking all of Duluth. Japanese garden was in bloom and there's a huge bell which gives the park a spiritual vibe. Didn't climb the tower but I'm sure the views would be even better.

We decided to climb the 6 flights of stairs to the top of the tower and it was well worth it. The view was stunning. We got to enjoy the change of leaves. We also walked thru the Peace Garden which is very nice. I would highly recommend.

Just an FYI: while you can still walk to the tower, you do have to park down the street in the winter time (parking lot is closed). You cannot climb up the tower for the view, but I think it's still worth the walk and you can go to the lookout.

Walking up to the tower is a relatively easy walk, if you take your time. The view is awe inspiring, you can see for miles! It's peaceful and relaxing. Once back in the park area you can enjoy the beautiful gardens and why not pack a lunch and sit down and enjoy the peace and quiet of the park.

The Enger tower is an easy climb for most. The stairway is broken up into levels of six to ten steps with a break between. The tower is open air and provides a 360 view of Duluth with an outstanding view of the harbor and Lake Superior. There is no admission fee. The park that surrounds the tower contains a Japanese garden with a peace bell which visitors may ring. There is plenty of parking and picnic tables and rest rooms.

After spending the majority of the day at the Great Lakes Aquarium and Canal Park, I took my wife up here before heading to our hotel in Cloquet. Being it was early October in Minnesota the fall colors were right around peak so they were beautiful. The walk up to the top of the tower may be tiring for some but the views are worth it especially of the Duluth harbor, Canal Park, Ore Docks, St. Louis River, and of course Lake Superior. Being that jt is on the top of large hills the temperature can be a bit colder than by Lake Superior especially when windy so dress accordingly.

Best time to visit is fall, when you climb to the highest level and you see the red tree lines, as well as the Lake Superior coast line. The access to the tower will be closed in the winter. You can still walk from the gate to the tower, but may take some time.
To drive to the tower, you will have to drive through Skyline, where you can also have fantastic view for the Lake and Lift Bridge.

Traveling with 3 teen sons is not always easy. I had this place on my list and didn't know if the kids would he interested. Surprisingly, they were. We spent at least 2 hours here walking the trails and enjoying the views. The boys liked the fire tower and seeing the ships on Superior. The bonus was the little ice cream truck set up in the parking lot. Very refreshing after our hike.

it is a cool place it has malptpul floors it is made of brix . it has a good vew froom the top and is easy to walk up becouse it has rales

They landscaping was very nice. There were plenty of picnic tables to choose from. We enjoyed climbing the tower and the view it offered. We also checked out another scenic view with pergolas. This was sooo pretty. We sat on the bench for quite some time and took it all in.

This is very close to my house but I never get tired of walking here to enjoy nature and also the sister city pavilions. This is a gorgeous natural area with a view of Lake Superior that is unsurpassed.

Great views of the city, easy to access and worth the climb. It's fun watching shops come into the harbor too.

A must see when visiting Duluth. Not only do you get the best view of Duluth from the tower and the park but the garden area is fantastic. Drive past the Enger Golf course and turn off towards the park. You can see Duluth from the Tower of the new lookout on the other side of the park.

Loved Enger park and especially the tower. 84 steps to the top but a very easy climb, not like a lighthouse. The views from the top windows are awesome!

What a hidden gem in Duluth. So much to take in and enjoy. They have a beverage truck in the parking lot so you can get coffee, smoothies or lemonade. The views are spectacular in the gazebo and the tower. The Japanese garden is lovely with great history. It’s absolutely worth a stop.

So glad we took the time to find this tower. Lovely little Chinese garden area....all free...beautiful view from the top...if you make it up! Lots of stairs, not handicapped accessible.

I had been to Duluth many times, but never heard of this tower before. Great views. Worth the climb to the top.

This is a beautiful park but of course the highlight is the incredible views that you have from the top of the tower.....definitely a can't miss attraction.

After many visits to Duluth, we finally made it to Enger Tower. The view at the top made the climb well worth it. Highly recommend

What a delightful park. The tower, of course, is the main attraction with its gorgeous views. The other parts of the park are lovely, with the Japanese garden being my favorite. There are bathrooms and the park is well-maintained.

We did a picnic lunch there with a gorgeous view of the lake & city below. the drive up to the park was beautiful was little hard to tell where to turn to get to the park but was worth it.

A must do for any visit to Duluth! The view is unbelievable. Access is difficult for anyone with physical limitations. Be sure to read the plaques and be sure to visit the peace bell on the same grounds.

Beautiful area to see the city /ship yards from this area. It was a stunning sight. Free to get in and a cool coffee truck was parked in the area.

We went here early in the day, enjoyed the views, relaxed out on the benches & hiked thru the nearby trails. Great experience. Went back to get a picture at night, be sure to do this before 10 pm.

What a very cool spot. We were pleasantly surprised with the Enger tower, and a good amount of parking, and the gardens. My wife and I walked the gardens after an evening rain. It was definitely more than we expected. The views were great from the tower. The history of the gardens, the Japanese bell and all of the interesting walking paths make this an add to any visitor looking for a change of scenery while in the City of Duluth, MN

Its been well-described by others, but this park is amazing in its cleanliness, its incredible shady park & picnic areas, and of course, the amazing views. You must find an hour to at least take a peak, while in the area...

We had never been in all the times to Duluth it was a fantasic! The grounds were beautiful and Tower worth the climb fantasc views! The restrooms clean and they had a food truck when we went.

If you enjoy climbing up towers, overlooking vast vistas, and getting a feel for the lay of the land, Enger Tower may be just what you might enjoy. Also, there are vast gardens of perennials there as well as groomed trees, seating overlooking the St. Louis river, trails to walk about and some special part features, such as the "Peace Bell" from Japan, that has a very interesting story behind it. There are picnic tables, a fireplace to make a cozy fire and warm up, some grills. You must bring all your own food, there is no food vendor nearby. There is a drinking fountain in the summer. Maybe a pair of binoculars would enhance the experience of seeing for mile and miles up the N. Shore and back along the St. Louis river route. FREE and Free parking.

This really was a great experience! Short walk to tower from parking lot. When you get to top of tower you will get an unforgettable view of Deluth and harbor. If you're lucky you will be able to see them raise bridge for incoming ship. Plus it's free!!

Beautiful, and windy, views are at the top of Enger Tower. There are also nice walking paths around and a Japanese Zen garden. It was a lovely visit. It's only about 80 steps all the way to the top, so it's not too bad of a climb.

This is another free attraction you can reach via the Skyline parkway above Duluth. The tower itself was pretty boring to me although I saw some people taking bridal pictures outside. On the way to the tower there was a Japanese garden with a peace bell replica of the original taken from Ohara in Japan. After the war the bell was returned to Japan. You can still ring that replica in the Japanese garden.

We visited Duluth with friends who had never been before so we felt that Enger Tower would give them great views of the city and we weren't disappointed. In less than 30 minutes we climbed the tower and toured the grounds so it's a great spot to take a little walk. Lots of spots to picnic too!

The garden are nicely kept and was fairly peacful except for the kids ringing the Japanese bell. The overlook gives a great (quiet) view of Duluth and surrounding area. The tower gives an even higher view.

We did this tower and park early in the morning. It is open 24/7. The views are fantastic. We also walked the park, and rang the peace bell. Very cool. The flowers were also very beautiful.

We visited on a very cold and foggy September day. Beautiful paths and Japanese garden. We are in the area for several days and hope to return here if the weather is clear.

Historic stone tower crowns Duluth's height, giving you a view of the entire harbor, the city sky- and coastline, and up the St. Louis River Valley. The multi-level tower is quite open, and not a difficult climb. Nearby grounds have a Japanese garden, picnic areas, and restrooms.

We visited Enger park after spending the morning with Thomas the train. We brought a small grill to have picnic. We were a little worried when arriving. Parking was basically non-existent due to a wedding or two. However, we found a spot not far from the picnic area and was able to unload easily and walk. There were plenty of picnic tables available along with small charcoal grills. There was plenty of trash and recycling containers for easy clean up.
We climbed the tower after our picnic, the view is fantastic. We also did some hiking and geocaching.
Tips for visitors:
Be mindful of the day and time of year. I completely forgot about wedding season. There was at least one wedding, possibly two going when we arrived around 1 p.m. on a Saturday. This will make parking a challenge.

It is worth the climb to the top to get a 360 degree look at the St Louis river and Lake Superior. The Peace Garden is a nice place to reflect and people watch.

Could not believe the beautiful views from on top of the tower. The grounds were very pleasant to view. Plants nicely arranged and cared for. Well worth the visit.

It is a little walk uphill from the parking lot but it is worth it. Be sure to go to the other side of the park to see a different view of Lake Superior.

It is worth the climb of 5 flights of stairs to see the sweeping views from the top of the tower. I had taken pictures along the Skyline Parkway, but they did not compare to the shots I got from the top of the tower.

It is worth the shorth drive if you are in the area. The view from the pavilion or the tower is amazing. The tower itself is cool also.

Nothing fancy about this tower. It’s made of stone and concrete, but it sits high atop a hill so not too much climbing was involved (most of the climbing takes place on the drive to it) It’s a great way to see a good portion of Duluth and it’s harbor.

This is a cool place to see Duluth- from the top of the tower. It has a very cool history in Duluth. It is a sight to see.

This is someplace I feel like you need to visit at least once. It's a great place to get some shots of the whole city and lake. We also enjoyed walking around the tower.

Beautiful park and birds eye views of the city and Lake Supreior. The tower is open to the public so you can walk up the stairs to the top and take in the views for yourself.

A bit of a drive uphill to get to (construction detours don't help), but once you get there it is worth it. The tower offers spectacular views of the city and harbour, and is surrounded by gardens and walkways. A very peaceful Japanese garden is a highlight, as long as people keep their kids from banging on the bell too often.
There are washrooms and decent parking, but no other services or stores/restaurants.
A great place to picnic though !

It was cute . I would say it’s a nice walk with family or friends . You are able to go into the tower which is pretty cool . Also a great hike

If you haven’t been here you should go! I think it’s a missed spot due to not being down town but the views are amazing! Plan to go on a hike, take in the views and enjoy the beautiful plants and animals! Take a climb up the tower...hard for those who have a hard time walking.

Even in Winter, we could tell Enger Park has so much to offer. We were able to get a decent parking spot at the base of the hiking trails. It's a short hike to the main park area where the paths split. The Enger Tower was closed for the season, but even experiencing The Tower from the outside has us excited to return during the Summer to climb to the top from inside. The overview of Duluth was still open. We were able to get fantastic shots and take in the beauty downtown Duluth has to offer. Lake Superior in the background looks like the end of the work with this infinite appearance.

Want to see the lay of the land of Duluth. Check out the beautiful gardens and footpaths before climbing the steps of Enger Tower to check out the 360 view of this beautiful city. See the view of Lake Superior from Lakeside thru downtown, Park Point, Point of Rocks, Harbor, Lincoln Park District to St. Louis River, Lake Superior College, Enger Park Golf Course to Twin Ponds. This is the first place we take tourist or tell tourists to visit.

Nice views from the tower. Wish you could actually rake in the zen garden. The large bell is cool. The grounds are pretty and easy to walk.

We have been here several times over the years. It is fun to visit any time. It was our first time visiting it during a snow storm! Great for the whole family and it's free!

This is a free park to visit. The walk to the tower is inclined but worth the effort. The stairs in the tower are easy to climb with stopping points along the way. There are multiple windows on each level so you get to see the view even if you can't make it to the top. (Or views while you catch your breath before going to the next level.) The small park in the same area is a beautiful example of a Japanese garden. It was a nice walk and a large bell at the end.

Very nice little park to walk through and the tower is a gem. Don’t miss the great lookout in the park to the right when you walk around it. Stunning views, safe stairs to climb in tower. Toddler friendly. Well kept. Pretty good incline to walk to get to stairs of tower but paved, pulled a Dagon up it. Would recommend to anyone coming! Great job Duluth!

This is something that is pretty easy to get to from the lake area going pretty much straight up the hillside to get to it. It has a nice park area to walk, picnic or just hand out at the base of the tower. The day we came a storm rolled in just as we reached the top and we were able to watch the rain roll into and through the city.

Great view of Duluth and the Harbor. We even got to see the lights at Bentleyville as it was getting dark!

If you have time when you are in the Duluth area, you need to take an hour or so and visit Enger Park and Tower. The Park is well maintained in a semi natural state. Nice landscaping and nice walking trails abound. The Tower in the center of the Park sits up on a rock outcropping with a 360 degree view of Duluth and Canal Park, the Harbor and Shipyards and Rail yards, the Enger Park Golf course and views over to Superior, Wi. On a clear day it is a great place for pictures and even an overcast day gives you enjoyable views and a nice little place to climb and hike.

What a great spot! There is a beautiful view of Lake Superior and the city. There are also plenty of walking trails, beautiful gardens, picnic areas, and great big bell!

This park is beautiful but really nothing much to see if you are a handicapped person. I use a cane and can’t climb stairs too easily. My wife wandered up to the tower but not in it to the top. It’s probably very nice in the summer but in October it was rather dreary.

Beautiful panoramic view! Well worth the 100+ steps. The park grounds, Japanese sculpted garden, and the flower gardens were an added bonus.

Lovely gardens. Free by the way. The view of the harbor area is beautiful and fascinating. Walk out on to the open area on top of the hill for the best views.

Beautiful trails and scenery . Children friendly and peaceful .. highly recommend this area for spending the day there having a picnic .has a great little vending truck with excellent food ,ice cream and coffee . Prices are really reasonable and friendly service . Climbing the rocks and all the stairs up to the tower to look out was breathtaking my little granddaughter who’s 4 trekked the whole area and climbed tower 2 times. . She loved climbing up the rock area but you can also take the path if your not a rock climber

I loved Enger Tower and Park. I can see why this would be a go-to destination for outdoor weddings. What a wonderful gift Mr. Enger left for future generations to enjoy. The view from the top of the Tower was amazing and the park itself was landscaped very nicely and was very lovely. Just absolutely beautiful.

This park has beautiful gardens for a picnic. It has great views of Duluth from the top of the Tower and from an overlook up a few stairs from the parking lot. Best part is that it is free. The path to the tower is paved and a very short distance. Excellent place to visit in Duluth.

This is my all time favorite place in Duluth! I have gone to Enger Park/Tower at least a dozen times over the last 5 years. The park has drastically improved since the first time I visited it. There is a gorgeous gazebo on the main over look area as well as the Japanese garden and bell which represents Duluth's sister city in Japan. The views from the top of the tower are breath taking (literally.. there are a lot of stairs to get to the top). It is important to remember that the tower is locked and the parking lot is closed during the winter for safety purposes. Just park on the road and make the short walk to the park and overlook.
Fun Facts: the tower lights up different colors for special occasions and holidays. Also the Superior Hiking Trail wraps right around this park for an easy place to jump on the trail that has free parking.
I highly recommend Enger Park/Tower for families, couples, friends, or a visit by yourself (I always feel very safe here if that is a concern to solo travelers).

You need to climb a number of stairs. But at each level you can stop to look at the views. From the top you can see a long ways, you can watch the lift bridge from here

Beautiful park! Landscaping is amazing. View from the tower spectacular. Trails easy to follow. Worth your time to explore this area.

Great way to view the city and take photos. Climb the tower for a unique view . Smaller park and easy to walk around .

Made the little hike up to the tower, but the actual tower is closed in the winter. A sign would have been helpful saying it was closed. It was still a great view of the city and even better at their large gazebo on the edge of hill. Looks like a beautiful park area during the summer and it as neat story on how the land became the city of Duluth, MN.

The tower is fun to hike up, if you want....but views are still great at the base. The gardens there are beautiful. There is a wonderful huge Japanese bell to ring that sounds like a deep gong.

There is a very cool, low key Japanese garden on this property. I went with family, and we climbed the historic tower: the view was breathtaking! Many mountain bikers unloaded their equipment and took off on trails from this park, too.

Came with person with wheelchair needs and was able to wheel up to the platform overlook and gaze at the city, bay, and ships below. Roll up to the old bathroom building and follow the walkway behind and it slowly angles up to the deck overlook on the rocks. Great job making this accessible!
A favorite place and must see stop in Duluth

The setting and well manicured gardens here are very pleasant to enjoy. The easy climb to the top of the tower affords fantastic views of Duluth and Lake Superior. Evening time is one of the best viewing times, since the setting sun behind you allows for good lake viewing. But really any time is worth it, and there is no charge to enjoy this area!

Took a leisurely drive in Duluth and ended up at the tower. Great view of Duluth area. Recommend for anyone.

We visited on a Sunday about 3pm and there were several families there but it did not feel crowded. We climbed the tower and could see Duluth and the aerial lift bridge on one side, and the other surrounding areas as we walked around the top floor of the tower. Then we walked thru the park and looked at the flowers. We bought waffle cones from a friendly couple in an ice cream truck who gave us some tips about what parks to visit on the North Shore.

Great drive to this place. This is a rather large park at the top of one of the highest points around. Then go to the top of the tower.. (many steps) to even see a better view.

Great views from the top of the tower, beautiful flowers in the garden a nice gazebo area up some stairs off the parking lot with more incredible views.

Must stop if visiting Duluth. Climb the tower and the lake is laid out for you. View all of Duluth. The park around the tower is beautifully maintained and full of trees, plants, and flowers. I love to stop here very early in the morning on weekdays and you can have the whole tower and grounds to yourself and watch the port wake up. Then my dog gets to run up the tower with me and loves it!

Literally a breath taking veiw of the bay. If the stairway up the tower doesnt take your breath away the veiw will! Hang on to your hats as the wind can be strong when you get to the top. I suggest taking a walk through the peace gardens which are located near the restrooms at the Enger park. You can also ring the bell while at the peace garden. Such a great way to memorialize sad times. Also this place doesnt charge anything to visit so be respectful!

We appreciated the view, nice walk, beautiful garden/park. Highly recommend putting this on your agenda.

Let's start with I've been visiting this attraction for over 70 years. There are literally hundreds of people that have reviewed this site, and it's a city treasure and a public park with several attractions rolled into one. The leading picture is Enger Tower, and it's a fantastic place to get a 360 degree view from it's top floor. Actually, the view isn't bad from the lower floors either, but if you have the stamina, it's worth getting to the top.
About that stamina. There are six floors involved, and it's a series of steps winding up the core of the tower and you can step out of the core at any level. The steps are enclosed and safe, but there is no elevator, and it can be a strenuous climb. Furthermore, there is a fairly steep outdoor staircase with lots of steps just to reach the ground level of the tower, which is to the left of the parking lot.
Now for the good news. If you look the other way (to the right side of the top of the parking lot [yes, it's inclined]), you'll find another set of stairs. This set is outdoors and it's only about the equivalent of 1 1/2 floors. It does have a railing, and is surrounded by park like vegetation and flower plantings. When you get to the top, you will discover you are on the crest of the hills backing downtown Duluth with a fabulous view of the harbor area, the tourist magnets Canal Park and Park Point, and of course, the world famous Ariel Lift Bridge. There is a recently built large pagoda and several benches to rest your weary bones. There are also several short paths to small viewing areas from flat spots in the hillside. It's a great place for taking photos of some of the most scenic areas of Duluth.
Oh yeah, and it's all free. No parking meters and no entrance fees. ENJOY!

We were in Duluth which is great place to visit but limited on attractions in the off season. On a lark we took the Skyline drive which this is on. The drive and the tower with its gardens were one of the highlights of the visit. It is true that you have to climb the stairs to the top of the tower but what are we a country of wimps? The Skyline drive is along a ridge that it the highest in the area. The tower raises you above the trees. A panoramic view of the harbor on one side and the inland on the other. I recommend it. I would have paid twice the price. Oh, I forgot it is free.

This was out last stop on our trip to Duluth and a perfect way to say farewell. It was a beautiful and well kept park.

We read reviews on this location and really werent sure whether to go, but my goodness were we glad that we did! None of the reiews mentioned that Skyline Road is like a slice of Acadia National Parks Outer Loop. The drive up was fantastic. It was totally removed from the city surrounded by beautiful gardens and a park. A wedding was happening in the park and a newly engaged couple was at the top. The stairwells are concrete and entirely enclosed, making it easier for those with a fear of heights to climb. Also many said that it was hard to find, so i made note of the GPS coordinates:
N 46 46.544
W 092 07.444
Hope that helps!

Lots of families walking around and exploring. Not only do you get the tower but the peace bell is only a few yards away. The best part of all is that is is FREE.

Wow stunning view. I've been coming to Duluth for over 40 years n did not know of this park. I first saw it on Facebook Duluth destination.
My husband and I geocache and today we wanted to do something other then shop whole in Duluth. So glad we did. Also rang the zen bell. So peaceful.

A short drive to a very nice spot. Lovely garden - don't miss ringing the giant bell - and the view from the top of the tower is worth the climb.

Absolutely great view on shoreline! Fall colors gorgeous. About 8 flights of stairs but worth the hike up to the top. Amazing views!!

Worth the climb! Beautiful views in all directions. Visit the gazebo, enjoy the gorgeous flowers and ring the peace tower bell. Great place to relax!

Wonderful surprise on our first visit to Enger Park and Tower. Lush floral gardens, beautifully tended. Exotic Japanese peace bell that anyone can ring. Peace (Zen) Garden. Trails. Picnic tables. Very clean restrooms.

Great stop beautiful park awesome views. Loved the work and attention the city has put into this area. So pretty. I can't believe I've never stopped before.

After years of visiting Duluth, I finally made it to the scenic spot where two can see all of the Duluth/Superior waterfront and beyond. Even In mid-October the peace garden was worth visiting, especially the Ohara Peace Bell.
The tower is pretty cool as well as a small pavilion where weddings are frequently held.

This is such a wonderful way to get a "birds eye view" of most of Duluth and Superior, Wisconsin as well.
It's really worth your time to see this!

It was a clear fall day. What beautiful views of the area. The steps aren't bad at all and you can easily stop at each level to rest or just enjoy the view at that point. You can clearly see the aerial lift bridge and any ships.

This park is worth a stop to enjoy lovely gardens and excellent views from the tower and pergola area.

Gardens in area are nice to spend an extra few minutes to enjoy. Great views from the hillside overlooking the city. Not well suited for wheelchairs - uneven rock surfaces at base of tower. Not much parking and roads not marked well close to the tower. Worth the stop...and it's free!

Beautiful gardens and a spectacular view from the tower. Don’t forget to walk out to the scenic overlook. It offers an amazing view of the city and lake.

Popped here by chance. Great little park and japanese garden, fun Peace bell, and lovely views of Duluth. Clean bathroom and grills for grilling!

The view from the top of the tower is amazing and it allows you to see Duluth from a birds eye perspective. If you’re in Duluth for the sights, go here

Really great spot to see scenic Duluth. It can be busy at times. The golf course can be seen from below. Good spot to check out with all ages.

We visited the first week of February. The sun was shining but the temps were just below 0. The tower was locked up and paths were not shoveled. The hike was a bit slow in the snow but the view of the frozen harbor was amazing.

Gardens in park are beautiful and great spot for wedding photos. Tower view overlooks Lake Superior and Duluth, it was a little foggy on our morning visit but still worth the visit.

There are few places that provide iconic views, and the tower elevates you above the tree tops to ensure no obstructions but also on a clear day, breathtaking. Be sure to check out the opposite side too.

It's a pretty little park that has a few walking paths. You get great views of Duluth from the tower, and it's a pretty easy walk up to the tower from the parking lot.

Need to do this. What a view. A very cool drive up to this. Beautiful Japanese garden. Wear good walking shoes. Have binoculars and camera reday

By far the best views of Lake Superior in Duluth. There are several flights of stairs to climb, so be prepared. Each flight has a landing with openings, so if you can't make it all the way to the top, you will still have a great view. Be sure to explore the park/gardens. Follow the path to the wooden gazebo for even more breathtaking views.

We made the trip to the pak and climbed the tower. Great view of all the harbor and the city. It was Superior.

Great walk in Enger Park under the beautiful coverage of trees and foliage to the tower. Enger Tower great and unique views of Lake Superior and Canal Park.

A gorgeous side stop. Wonderful view of the city and lake, but a bonus find of beautiful gardens and trails. We really enjoyed this stop as a family.

Nice place to visit. See and climb the tower, walk the park and check out the overlook of the lake and city up on the hill. A extra plus if the ice cream truck is onsite.

The Japanese Peace garden is one beautiful addition to this area. The overlook also quite breathtaking. I put this in my TOP 5 Must Do's for Duluth.

Follow skyline parkway to reach this awesome park high above the canal. Climb the tower (it’s really not that bad) for a panoramic view of the City. It’s windy but awesome up there.
There’s a Japanese garden, peace bell, and other trials for a lake view.
Truly a do not miss while in Duluth.

Great views of both the lake and the golf course. Climbed the top is fairly simple, nice park below the tower. Definitely worth a 30 minute stop

Of all the times I have been to Duluth (50+ times) over the past 40 years, I have never entered Enger Park before. On Sunday, July 27, 2025 we brought family visiting from Arizona here. For the first time in my life I climbed the Enger Tower and strolled through the beautiful Japanese gardens and other wonderful landscaping and also awed at the view from the bluff shelter. What a wonderful place to spend a Sunday afternoon. Great place to have a picnic as well.

We live about five-blocks away from Enger Park and, admittedly, don't go often enough. The tower is both cool and creepy, and those who climb to the top are treated with an awesome and windy 360-degree view of Duluth. Seriously one of the best viewports in town. Even better are the park grounds, which are beautifully landscaped and full of flowers. There are places to have picnics with tables and benches plus grills (bring your own charcoal/wood) as well as bathrooms. There is a Japanese garden with ceremonial bell and a new, hilltop event shelter with an incredible view. If you haven't been to Enger Park, go now. It's free and truly one of a kind.

Easy walk to the top from the parking lot. The view is amazing from the elevation in a 360 degree view. We went weekday and pretty empty.
Whole family enjoyed!

Enger Park & Tower is a historic scenic spot that give a great view of the Duluth skyline. The tower is 5 stories high and the top has an unobstructed view of Lake Superior and the Duluth harbor. An added bonus is the beautiful flower gardens that make up the park grounds. Very well taken care of and there are restroom facilities as well.

Any visitor who wants a staggering view the Duluth/Superior region should drive up the hill to this city park. A few steps up to a gazebo, and you'll see the entire metro area spread out before you. And if it's a clear day you can see up the north shore to Two Harbors and across the lake to the Apostle Islands in the distance. Truly breathtaking!
Park also includes a tower for slightly higher viewing and a pleasant Japanese garden complete with temple bell.
Hats off to the Rotarians who helped make this spot something special!

Great place to take some time, have a picnic, enjoy the gardens and the view!
1. Parking lot
2. public restrooms
3. take a flashlight if you go at night.
4 some walking to get up the stairs but you can go to the overlook and get about the same view

Beautiful during the day, and romantic at night, with light drizzle, fog, and the Aerial bridge lit up, lakers in the bay waiting to go out of the port..and the spell of the Lake Superior.

One of the best ways to view Lake Superior. If you make the trip out to Enger Park, be sure to walk around the Japanese garden!

Enger Park is located in a unique place, it has the best view of the Twin Ports in my opinion. The tower itself is very cool but when you add on the beautiful park, gardens, trails and the Japanese garden area this is a must see when visiting Duluth.

We went at sunset on a clear day and the views were amazing! You could tell the area had been recently updated with a new open air shelter and some Japanese gardens. We’ll go back when we have more time to spare but that time of day gave us some priceless family pictures.

I highly recommend this park. The tower provides a beautiful view of the harbor and the gardens are beautiful

This is a great place to get an overview of the city and orient yourself? We went at the end of our stay, but I'd recommend going at the beginning g and again at the end. Fall colors were lovely.

It was so close to where we are breakfast! (Duluth grill). It was perfect to go from there to this tower in the morning and see the amazing views of Duluth! A completely free, 360 degree view of the lake, golf course, etc. it was gorgeous in the fall!

Good trip. We arrived at approximately 4 pm and made our way towards the entrance of the park in order to find a parking space. We then walked a short distance to the Enger Tower, where we made the trek up five flights of stairs. The climb was worth it, as the views at the top of the tower provided 360 degree views of Duluth. We were able to peer through the windows, at the scene below us. The rest of the park contained walking trails and looked like it was very nicely maintained.
Tip: I recommend spending 15 minutes here if you want to experience the Enger Tower (more if you want to spend some time at the park)

There are gardens and views of Duluth and Lake Superior all around the Enger Tower. Once your up the 6-7 flights of stairs the view is amazing in every direction!

It was little bit of a climb but the view was spectacular. The view of lift bridge and the Duluth Harbor is very impressive. Make sure you bring your camera since there is a 360 degree view at the top. There are several other levels but the top is the best view. There is a nice park around the Tower with lots to do.

We came up to the tower park just for the views, but were surprised by a very beautiful park. Serene and quiet, planted with flowers and nice trees, and even an interesting "gong bell" in the Japanese gardens. Climb to the tower was fun, but the park would have been a good destination even without the tower.

This is not a must-see, but we were glad we stopped. The view of the city from the tower was great. The garden was pretty and the Japanese part was interesting.

Loved the views up here in the fall with the amazing colors. However, parking was an issue when we went on a Sunday. There was a cross-country race nearby and a wedding going on so we had to park on the bottom of the street and hike up. There were also five flights of stairs to climb to the top of the tower. However, the views are totally worth the workout.

Enger Tower is located in a beautiful park area. If you climb up all the stairs in the tower, you are rewarded with amazing views all around you!

What an amazing place we found when we were visiting in Duluth, MN. It was completely free, wonderful place to have a picnic if weather is nice.
We hiked up to the top of the tower and took in the amazing views. Great place for some family photo opportunities. Highest elevation in all of Minnesota. It was absolutely beautiful. We were lucky and got to see a really large barge come into Canal Street Aerial Lift bridge. The views we will never forget! Must stop and do if in the area! Good for all ages....

Walk all steps to the top of the tower and enjoy a great scenery over Duluth area. Take the opportunity to walk in the patk after the visit in the tower.

Been a long time (decades) since I have been to this park. They really cleaned it up and made it nice Tower provides fantastic views and there is a nice picnic area and a place for weddings as well Nice stop on the Skyline Parkway.

Best view. The tower is 5 stories tall, with stairs up. You can stop and look out, or rest, at each level. Good use of 20 minutes. And the park around it is a nice park, even if you don't go up in the tower.

During a driving tour of Duluth friends showed us the Enger Park & Tower. We were there at sunset and the light from the sitting sun brightened the tower in beautiful color. The view from the top of the surrounding areas wre spectacular.

Went to Enger Park and Tower on a Saturday with overcast skys. Even on a cloudy day, the views are spectacular!
The tower is five levels with a paved walking path up to it from the parking lot. Very accessible for strollers. May be a little steep for wheelchairs. There is a lot of history in this tower donated by a Norway American immigrant along with the adjacent park and gold course.
Make sure you take the short hike up the stairs and trail toward the lake as well. There is a beautiful gazebo up there with concrete floor to rent for a wedding. This gives way to a rugged rocky hill that overlooks Duluth harbor and surrounding Superior. The view is fantastic! There a.couple of benches to enjoy the view if you Have time. There is a lot to see from here.
The backside of the Enger tower is beautiful in another way. Beautiful golf course and woodlands for great fall color and serenity. The 5.stories to climb the tower are fairly easy. Hint: if it is too crowded on the top.level, move down a level and have unobstructed 360 degree views!
We did not go.explore other areas of the park. I heard a gong bell going off a few times that sounded like it was in the park. They have picnic tables to enjoy a picnic. Looks like various hiking trails leading away from the main park area as well.
This stop is a.must if you are in the Duluth area. No.better feeling than being at the highest point in Duluth and getting a birdseye view! You will not be disappointed.

My husband and I went there on the way out of town as we were told it was a must-do attraction. The entrance was flooded, so we had to wade through some water to get to the stairs. Each level of the tower was open air, so the wind was blowing very strong. I think it would be a nice tower on a nice day, but because it was snowing the day we went, it wasn't all that pleasant. The overlook at the top wasn't overly wonderful either as it was a foggy day, but again, that had to do with the day we went.

Fun free attraction in Duluth. The tower has 360 degree views of lake, hills and everything else. We watched a ship come through the channel, what a great vantage point. The park also has a small Japanese garden, nicely landscaped. Don't skip ringing the bell.

There are both cultural, historical and relaxing things to do in the tower park. This was something that the entire family enjoyed.

We are an active family and this was a favorite part of our trip. We discovered we are not into tours as much as we enjoy exploring on our own.

Probably one of my favorite parks I’ve been too. The climb up the tower is easy and gives you an amazing view of the city!

Wow, this tower has AMAZING views of Lake Superior. From the gardens to the top of the tower the whole place is pretty! Best views of superiors 👌🏼 must do in Duluth

Scenic tower within a short walk from the parking lot. Views of the city are interesting, but not extraordinary.

We didn't realize the tower was locked until we reached it. While we would have loved to climb the tower, the view from the base is spectacular and we are glad to have trekked up the hill.

We try to go to Enger tower whenever we visit Duluth. The flower garden is beautiful and the views are amazing. Bring a picnic lunch!!

If you are looking for a free activity that gets you the best view of Duluth, Superior and the Lake, then this is it. Then toss in alittle history and a garden as an added bonus.

Yes we climbed the 5 flights off stairs in the tower for the best view Duluth has to offer. We loved the peace bell. A must see.

Climbing Enger Tower is a "must do" when visiting the North Shore. Always breezy up there with a great view of the harbor. There are also trails that wander around the Asian part of the garden with a beautiful sounding "Peace" bell from Japan.

Very pretty spot, overlooking the lake and Duluth. Lots of picnic tables ready for meals and drinks! Nice climb to the top of the tower and a massive overlook!

Unbeatable overview of the entire harbor complex. Excellent place to watch ships come through the Lift Bridge canal, as the rock outcropping sits nearly directly above the port entrance. Nice little mobile coffee and snack wagon in the parking area was great, too!

This is a beautiful park! It is free entry. There is a gazebo overlooking the lake, a paved path to the tower where you can climb 4 flights to the top for a spectacular view of the city. There are restrooms and lovely flower gardens. This park can be reserved from the city for weddings and private picnics. This tower can be seen from all over the city! Easy access from Skyline Drive. No need for a guided tour.

Good views in the Tower and a few lookouts. You can see a lot of the harbor and port of Duluth and Superior.
I expected a larger Japanese garden, but it was still very cool.
We did go at the same time as about three school buses (roughly 100 kids, I think) and it is not really a kid park (no playground, a lot of the trails are pretty steep, the tower is too small for a more than ten people), so that definitely took away from the experience.

Climb to top. Beautiful gardens. Picnic spots. Bang the gong. Drive the entire skyline drive. Every season offers fantastic views.

We have been to Duluth many times and finally decided to check this place out.
Wow... if you get a chance you must go, And its free, this tower has many steps but it worth it, Bit of a windy road and parking is limited.

The tower was beautifully built and the scenery was breathtaking. Cool view of the Ariel bridge. All around beautiful!!!!

Hiking the flights of stairs to the top of the tower to see the views of the area is a memorable and beautiful experience!!!! A must-do! Free and fun! We were here on a cloudless day and could see for miles. It was fun to find the place we were staying and other locations. The gardens and Peace Bell are really nice to see. Lots of paths to walk around on and lookouts of the city and lake.

The lovely park, just off Skyline Drive, has a Japanese Peace Park, walking paths, a scenic overlooks, picnic tables, a paved parking lot, restrooms, and Enger Tower. All are free.
The tower stands at 531 feet above sea level, affording panoramic views of the harbors of Duluth, Mn, and Superior, WI. It was built in 1939, and renovated in 2011. Each of the 5 levels has a set of not too steep stairs.
Make this a stop if you are in or near Duluth, MN.

Cool tower in a beautiful park. Lots of stairs to climb but it was worth it for the view. Bring a jacket. It was very chilly and windy up there.

The stairway is much wider and not nearly as steep as many old towers or fire lookout towers so it was easy to climb and the open windows offered a nice breeze. The Japanese gardens feature a peace bell from Duluth’s sister city in Japan. This is a great place to linger or picnic.

The park was closed but you can walk around the gate. We took a small Trail up the hill to the Tower and on our way saw a beautiful young deer. When we got to the Tower the deer was there in the park. Magical experience and extraordinary views in the winter!

I'm so glad we stopped here! Another amazing FREE attraction in Duluth! We stopped here when we got into Duluth, before much else was open. Beautiful bell with a heartwarming story, beautiful gardens, but the view from the tower is the highlight! It was so clear on the day we visited, you could see for miles! Each level of the tower gives you another breathtaking view of the city and the lake. Nice walking trails, and photo ops. Parking was good, but we were there early, around 8am. This was a fantastic welcome to Duluth and beautiful Lake Superior!

Its a main road to get here, the View is absolute wonderful,, you can see all of Duluth and part of Superior, Take photos, climbing Enger Tower is also fun,, there are places to stop and take in the View before you get to the Top!!

Under lush greenery and in between beautiful garden lies this slightly rustic monument which stands tall amidst the city.Every floor gives you a different view . Should not take more than 30 mins

If you want to get a good look at all of Duluth I would recommend this. The views were amazing. Better yet it is a free attraction! The Peace park beside it was lovely also.

This park was so beautiful! Many trails to walk on, flowers and plants to look at, and a Japanese garden. There was a trail up to the tower, and you can just walk around the tower and look at the views or you can go inside and walk up the steps to the top, it is all free. There is also a trail to the edge of the cliff and you can see the beautiful views of Duluth and Lake Superior. There were picnic tables where you could bring food and have a meal. And there was plenty of parking. What a neat place to walk and relax and enjoy nature and the views!

This serene park is absolutely gorgeous. From the Japanese architecture of the zen garden to the amazing view of Lake Superior and Duluth, this place does not disappoint. Climbing Enger Tower is fun and gives an even higher vantage point of the area. If you are planning to visit Duluth, plan to visit Enger Park and Tower, it's every moment spent there.

Lovely view! We were there to check the tower and enjoy the beautiful park surroundings. Strongly recommend!

Climb the tower for great views of Lake Superior. Take a walk around the park to experience the flowers and hostas. Enger Park is a lovely, relaxing place.

Hiking trails, cute park, great views. This park is worth finding. Take the Skyline drive East or West after and enjoy more harbor views.

We liked the drive up to here but snow storm kept us from exploring side trails. Tower was locked up so couldn’t go up.

Small parking area-especially for daughters wedding party, but worth the time navigating. Just a wonderful day with the breeze and covered top. Great view and walk and people did stand at stairs and watch and walk through back but it was a nice time here regardless.

We went to Enger park for the tower view. The entire park is wonderful and beautiful. Flower gardens were well maintained and clean bathrooms. You could picnic and sightsee. The tower has a lot of stairs and is not accessible but the views are amazing and there are a few interesting plaques with info on the local area. Definitely worth a visit

Enger Park and Tower is a little tough to find, but worth the trip. I started with the climb up the tower; over 80 steps. The view of Lake Superior is great. Then I walked around the park and rang the Peace Bell. The park has a scenic overlook with benches to sit and view the Lake. Beautiful grounds produce a peaceful setting to sit, relax, and meditate.

Neat place to visit. The views of the harbor and lake are great! I went to the top of the tower and loved it! The rest of the park is lovely too with a Japanese garden and more lookout spots.

A free and nice area place to visit. Climb the tower for a sweeping view of Duluth. The gardens are well kept by local garden clubs. Nice hikes are available from here.

This is a great park worth stopping at if in the Duluth area, and the tower is a must for amazing views of the city. There is a Japanese Bell Garden with historical ties to WWII that offers a peaceful area for an easy stroll. The tower is a decent stair climb, but offers unbeatable panoramic views. We went during peak fall colors and would highly recommend.

Anytime I'm headed to Duluth, Enger Tower is always my / our first stop. As we drove north into town this last visit, my mom was trying to snap photos of the city from 35 as we sped past but I assured her we'd get better views in just a moment (at Enger) and she was so glad for it.
It feels a little residential for a moment while you drive up, but any GPS will get you there. There's plenty of accessible parking and the views are fully wheel-accessible (though the old tower is not). A few flights of stairs in the tower to get to the top, or a short walk to the city-side of the hill for similar views (or both!).
The gardens are nice to walk around (though small), great spot for a picnic. The bathrooms were spotless when we were there and the whole area is clearly well-maintained and well-loved. A small vendor in the parking lot offers coffee and ice cream for a quick treat, too (we didn't stop but they looked busy).
Can be done well in 30 minutes (briefly in 5, or leisurely in and hour). Strongly recommend.

You do need to walk well...as it is all up and down
About 6-8 flights of stairs going up to top for best view of city and Superior, WI..
Can see clearly the bridges leading to WI...and can see Lake Superior and all its beauty...
And free...
Picnic area at bottom..with food truck and restrooms..

In the summer, this is a perfect place for a picnic & to enjoy the gorgeous & well kept gardens. Ample parking. My kids love exploring here! The climb up the tower is well worth the beautiful views. It can be quite windy up too so be cautious in wintry weather!

This is a must-see stop for Duluth. Climb the tower or just wander the park for some of the best views of Duluth, Lake Superior, WIsconsin and everything else. Make sure you see the japanese garden and ring the bell. Best of all it is free. In the summer there is a food truck in the lot selling coffee, tea, drinks and snacks.

We have some friends who recently moved to Duluth and recommended this park and tower. Beautfiully manicured park. With this tower that overlooks the city.

I especially loved the Japanese bell and garden inside Enger Park. Beautiful and must-see attraction!

We stopped by Enger tower one afternoon while having some spare time. It was a beautiful park. It was very casual and we could come and go as we please.

Walked around the short trails and explored the Japanese gardens. Of course, climbed the stairs to the tower. Lots of picnic tables and good clean bathrooms. Very fun visit.

My kids and I have been here on a couple of occasions after having been to Duluth all our lives. I didn’t know what a gem this place is and can’t believe we hadn’t been here before! The park itself is so unique and beautiful and the tower is very cool. The view is unparalleled. In the fall, the trees are especially amazing from the tower. Looking out over the lake from the tower is a fantastic experience. I never tire of it. Would love to go there and have some coffee one morning or enjoy a sunset in the evening. If in Duluth, it’s worth a stop. It can be a short trip if you already have lots on your itinerary or you can make it as long as you’d like. Enjoy!!

Definitely pleasantly surprised. Duluth and the surrounding areas had so many great views. I would go back abd spend more time, for sure. The waterfalls at Gooseberry Falls, were great, as well as the Lighthouse at Split Rock.

Our boys loved visiting this site. It wasn’t exhausting by any means, and it was fun to be in a fort-like building in the US. Well-maintained grounds.

We hiked from the library, up 4th Ave to 4th St, then 5th Ave to 5th St. From 5th St you can hike on the Superior Hiking Trail (on your right) about .1 miles from Skyline Pkwy. It's a beautiful hike and only about 1.5 miles each way. If you can't hike, drive but go!

It's amazing the place, a spectacular view. I recommend this park if you come to Duluth. It's close and very easy to get to ;)

This is a cool spot. We went there with the family. We brought food and had a late dinner at the picnic tables there. The children had a blast running around and playing. We all enjoyed climbing the tower. The tower has an old time rustic appeal, and is a great place to take pictures. The view of Duluth from the top is spectacular. Especially at sunset! If you are in Duluth, this is a cool place to check out. Just be sure to wear your walking shoes!

I had been there before but don't remember any kind of park or anything from past experiences. It was beautiful with lots of flower gardens and people enjoying picnics. Of course the views are still amazing!

Watch the weather, especially if going at night as it's a bit of a hike from where you'll have to park outside of the landmark. With snow & cold weather, you'll want to be prepared! It can also be quite slippery in the winter. But the views over the harbor & the lake are definitely worth it! You can also wander out into the wooded area for some edge views over the city.
Definitely a sight I would recommend for visitors.

Located in a park area with some lovely gardens, the views from the top of Enger Tower can't be beat. There are stairs inside the tower, but it's a pretty easy climb. Because the tower is completely open (no windows), it got VERY windy inside, especially at the top. This may not be the best choice to visit on a cold day for that reason. Make this part of your tour of Skyline Parkway and take time to stroll through the gardens at the bottom. 20 minutes is probably all you need for some nice photos.

Absolutely breathtaking views. It’s a haul up all those stairs but totally worth it. We went during the day on a Thursday afternoon and it was sort of busy. Not too bad though. The park is very nice also. I would love to go back at night.

This park was worth the drive. It was a beautiful park with spectacular views of Lake Superior and Duluth. Too bad it started to snow or we would have explored a little longer!

It's an absolutely beautiful park. There are a series of paths that lead up to the tower. The tower is worth the climb! It provides a screening panoramic view of Duluth.

This park is filled with beautiful landscape and wonderful views of the city and lake. Absolutely stunning in the fall!!!! Beautiful views year round. We've visited solo, with friends, and family. Everyone enjoys this park!

Really beautiful, calming park amidst the bustle of Duluth. There are plenty of opportunities to hike and explore, or merely to relax and take in the beauty of the greenery and Lake Superior. The tower is lovely, and is lit on special occasions. We liked the Japanese gardens, and the bathrooms were very clean (which unfortunately isn't always the case in parks).

Spectacular views. Lots of place to picnic. also twin ponds - one for fishing, one for swimming. Enger Tower also is very distinctive.

If you can handle steps this is a must see and the gardens are great too. You need to climb a number of stairs. But at each level you can stop to look at the views. From the top you can see a long ways, you can watch the lift bridge from here. Can be busy on the weekends with weddings and such.

This is a Duluth gem. Beautiful view at the top of the tower. Beautiful Japanese garden. Great green space for a picnic. Well done Duluth Parks and Rec for preserving this beautiful spot.

Easy walk to the tower from the free parking lot, several short flights of stairs to the top, with platforms in between each to rest/check out the 360 degree views from multiple levels. Impressive views of the city, harbor, bridges, shoreline, etc. There are also some walking trails, a large Japanese peace bell, toilets.

We stopped here quick before we toured the Glensheen Mansion and I'm glad we did! The view from the tower is great!!

Was a cold day to climb, but still very fun. Neat views of the city and a fun challenge to climb the stars!

This was a recommendation and I'm glad we went. As you climb the stairs, you get increasingly better and better views of Duluth. Once you reach the top, you can see most everything.

I grew up in this area. I'm 66 now and still enjoy going up there to over look Duluth. It's beautiful. I take the grandkids up there. They closed the road in the winter but people park at the gate and walk up there. It's about a block and half. Otherwise you park right there. If your in town, it's a must see.

Love looking across the water and the city from high atop the Tower! A definite Must Stop for anyone passing through or even the locals!

Enger Tower is a fabulous place to visit if you’re looking for beautiful panoramic views. Climbing the tower is good exercise! (If you have kids along that you want to tire out, it’s great!) There are other overlooks and the gardens to enjoy if stairs aren’t your thing.

Take a drive up to the top of the mountain to Enger Tower and get a 360 view of Duluth. Stairs only up several flights but was so worth it. Short walk from the parking lot. Beautiful Japanese gardens with a donated Bell that has a beautiful sacred sound.

Climb the tower for some of the most spectacular views of Duluth. The grounds are also very lovely and a popular spot for weddings.

This is a neat place to see. It is amazing how far you can see once you are there. Yes, you can go inside the building too. It is something fun to do.

When I went up there I saw the view of Duluth and Lake Superior and the shoreline and even into Wisconsin.

Great tower and views from it! Worth the climb and wasn't all that bad to climb actually. Take your camera and soak up the beauty!

This will be quick...we love Enger Tower and we grabbed a minute to run up and check out the view. Of course it was fabulous. At this time there is a food truck serving warm drinks...and of course this adds to the experience.

View from tower does not disappoint. Amazing views, the Japanese garden is a bonus and tranquil. Views from the pavilion are great too. Highly recommend a stop if in the Duluth area.

Very beautiful garden surrounding the tower. Built as a memorial for his wife. Property gifted to the city of Duluth. The most spectacular and beautiful view in the upper Midwest. You can see for miles and miles out across Lake Superiior and the harbor of Duluth.

The walk up to the tour through the Japanese garden was nice. Some great views of the port. The garden has some information about the history of the park and is interesting. Worth a stop - but note that like many things in Duluth, access is seasonal

Enger Tower is a five-story stone observation tower that gives you a great panoramic view of Duluth and the surrounding countryside. As you climb you get a different view from each floor. Enger Tower Park has some gardens also.

This is a must visit location. The tower has 86 steps to ascend but the views are spectacular. Take some time to read the interesting facts on the light poles surrounding the tower. Great phot ops!

Charming, clean park on a steep ridge overlooking the City of Duluth and Lake Superior. The stone tower is easy to climb, lit at night. Plenty of parking, includes a small, pretty Sister City park with a peace bell from Japan. Great location for a wedding or family reunion.

A friend remembered this tower from a trip she took over 40 years ago and was so tickled when I found it as we traveled through Duluth. Climbing the 5 flights of stairs was definitely worth the effort as the view from the top was wonderful. The surrounding gardens were in full bloom and just gorgeous. We didn't go beyond the Japanese garden, so I can't tell you about the various trails, but the area we did see what completely worth it.

There were three weddings at the location when we got there. We were not allowed to visit certain areas as they were blocked out for the wedding party. Got a partial view from one of the lookouts.

This is a gorgeous park and the climb to the top of the tower is worth it. Great view of the lake and harbor and surrounding area. Well worth the effort to get there.

We were visiting our son in Cloquet, and our flight arrived at 11pm. Our son suggested that on the way back to Cloquet we take a detour to see Engers Tower lit up and see the Duluth Skyline at night. We agreed, but I was worried it would be creepy, especially since he told me we could go up in the tower since it was open 24 hours. The tower was lit with multi colored lights and the interior was brightly lit. There were people there enjoying the view, not just hanging out. We climbed to the top and it is a great view at night.

Enger Park and Tower offer a lovely walk through the woods. When you reach the Tower, it offers a gorgeous view of Duluth. Interested in birds? Migration time attracts various migrants including raptors, and all year-long provides avian possibilities. Pretty area for solo walk or for families, couples, friends. I'd recommend walking shoes or hiking boots.

Last time I was here as a child it was just the tower. They have since added a very nice park. It's wooded and shady with many flower beds, picnic tables and a restroom facility. There are wide, easy to walk pathways throughout the park. View from the tower is amazing too!

While driving Skyline Drive scenic drive we stumbled on to this park. We were already looking for a place to have a some lunch so we saw the sign and decided to check it out.
Well worth the time. It’s a beautifully maintained park that offers flower gardens, a Japanese peace garden, and a beautiful tower that offers great views of Duluth, the lake, the harbor and the bridges. There is no entry fee. It’s a great place to enjoy an hour or two of relaxation.
The bonus was the Twin Ports Express food truck... great food, better prices... awesome!

As we came into Duluth we could see the observation tower tucked among the hills.
On day 2 in Duluth we decided to go for a drive and see if we could find the tower. The drive was breathtaking.
We eventually found our way there to be pleasantly surprised with not only the observation tower but a Japanese peace park.
There is a nice pavillion type of building overlooking the lake that is a perfect setting for a wedding.

If in Duluth you can't miss making the trip to the top of the hill. It is always amazing & it never matters the weather or the season the view will always amaze you.

Be sure to take the lovely skyline drive to Enger Park and climb up into the tower for a magnificent view of Duluth and Lake Superior. Truly awesome!

I spent many years hiking here as a child. Now, I come back every year and hike around to see the beauty of Duluth. I keep saying that I won't climb the tower, but I end up doing it. You cannot find a better to see 360 degree views of the city. Do not miss this tower, or the surrounding park. It is stunning.

Nice quick stop with an outstanding view of Duluth. Short climb to the top of the tower. Makes for great pictures.

This is a great place to get a gorgeous view of Duluth. Plus some walking paths to explore. It also connect to the Lake Superior Hiking Trail if you really want to go on a longer adventure.

I grew up in Superior and we would occasionally stop up here for the view. I hadn't been back in 20 years or more and was surprised it had been rejuvenated and lighting added. It used to feel so much like a dark dingy castle tower. The 5 stories gets you up in the air so you get to see all of the Twin Ports right from the point where the lake meets the St Louis River. If you are passing through Duluth and have an hour to spare it is worth the drive up the hill to see it.

Don't miss this view of Duluth! 5 stories up and located on a ridge--and Duluth harbor looks like toy model. If you can't do stairs, you can't make it to the top. If you are able, it is a wonderful view!

The view from the Enger tower is amazing!
It was very windy and cold up there, but we still enjoyed the view and walk in the beautiful surrounding park. There is a small Japanese garden and a peace bell donated to Duluth by the sisters city of Ohara, Japan .
Beautiful area and well worth the visit!

Outstanding view of downtown and the hillside! A little hike up the hill to a fairly short set of stone steps gets you to a view of the harbor and the lake that you can't find elsewhere. Worth the effort for sure

Absolutely the best way to get an overview of the Duluth area. Pleasant garden to walk through on the way to the tower.

We live close to Duluth and visit this site often. It never gets old.
The park and the stone tower are open to vehicles during non-snow months while they can't drive in, hikers and skiers enjoy this park in the winter as well. The park is located on a road called The Skyline Drive, which has many great views as well.
The center point of the park is Enger Tower, which is a five story stone tower built about 1930 and funded by a Duluth business owner. There are plenty of open windows to enjoy the views on all five levels and on all sides. One can see nearly all of the city of Duluth, the city of Superior WI, and out onto Lake Superior from the tower. Be sure to bring a camera. Be advised; There is no elevator however.
The park also has a large Japanese Peace Bell, donated by a city in Japan, picnic tables and a covered gazebo where we witnessed wedding taking place. Best of all, there is no admission charge and ample free parking.

Enger Tower Park offers a breathtaking view of the Twin Ports and Lake Superior. It has nice trails, relaxing benches, and gardens. Stop at Scott and Marianne's refreshment stand for a smoothie or other delicious beverage just below Enger Tower.

The views are fabulous. It's a trek up the stairs to the top of the tower, but the best views of Duluth. Their is also an overlook to your right as you pull into the lot that has fabulous views. Beautiful gardens that are very well maintained. Restrooms are available too.

My son LOVED the tower. It felt secure and safe to take a 3.5 yr old up, so that was a plus. There were great views...but there was pee on the steps (almost positive it was human pee-people are gross).
The park around the tower was nice too, and perfect positioning for the restrooms.
There was also a cute little coffee truck there, which was convenient and unexpected.

We went late in the fall it was cold and windy! The view was beautiful and the tower had a great view from the top. I recommend during the summer months when the flowers are in bloom.

We stopped here on our way out. It was incredible! Such beautiful views of the city and a great way to end our day trip.

This place is amazing. The flowers are beautiful. The sunset is spectacular from the top of the tower

A landscape photographer’s dream-come-true, Enger Tower gives you a majestic view of the city to cherish and capture. The tower has stairs - be prepared to climb a few stories. The top is covered, so you can be there even on a rainy day. Avoid a windy day, as it gets worse when you reach the top.

We try to stop at Enger Tower whenever we are in Duluth and always are dazzled by fabulous views of the city and lake below. A lot of steps to get to top of tower, but worth it. Also, near the tower is a recently reconstructed shelter (if you don't do stairs) with a deck on the edge of the hill also with a fabulous view. NO FENCE or railing, so if you are dumb enough to climb down the hill, you deserve whatever happens when gravity takes over. The turn to go to the Park/Tower is confusing to a GPS as you turn of the multilane highway, onto a side road and immediately turn again onto the park road, so GPS tells you to do a u-turn! Wrong! Easy to find if you keep your wits.

The tower pales in comparison to the surrounding grounds full of blooming flowers, scenic paths, trails to overlooks, and great picnic areas! The tower itself is a must do but not for those who have trouble climbing stairs. The view from the tower is about the same as the scenic paths so do not feel like you are missing anything by not climbing it! The restrooms are very clean.
If you can do steps, enjoy views of Lake Superior, this is a must see... parking/admit is free due to the City of Duluth Parks/Recreation Program. They have improved this area with trails and landscaping! Hike up the Enger Tower 5 flights for a great view. Walk east of the parking lot to a great overlook of Lake Superior. Picnic tables on site, a Japanese peace bell with a small Japanese garden, plus the Superior Hiking Trail crosses this area...I must see for the person who enjoys views and can hike/step climb
