Instead of entering at the top then walking down the steps to the waterfall, are there bikes at the top entrance to bring you down to the bottom entrance (where the waterfall is)? We will be staying at KK Sapa Hotel. Thus, would need to get a cab to Cat Cat anyway.. But I read the road to the bottom entrance is currently inaccessible to vehicles aside from bikes.

The waterfall is at the very bottom of the valley.
So, no matter how you approach it, you have to do some walking.
Just as easy to take a motorbike taxi (xe-om), to the bottom if walking is an issue.

My companion has problem with his knees (excessive and lengthy downwards climb would cause him pain). I am also worried about the uneven steps. So it’ll great if there are bikes to take us down to the village entrance at the bottom so we can skip the hustle&bustle of the 100 metres trek down the steps. I also wonder, being a weekday, would our vehicle from the hotel be able to deliver us all the way to the bottom? I read only during weekends the road is closed off except to bikes.

There are many videos from the village, waterfall and viewing deck.
You have to do some walking on uneven steps.
If it's too much, go to Silver waterfall which is situated on National road QL-4D and requires no walking.

You would have to ride on the back of a motorbike and have them drop you off at the exit, then walk along the river to the village if you want to avoid all the steps. It is quite a lot of steps I have problems with my knee as well. Up steps I'm good but down I need a cane or walking stick. Anyway, your hotel will be able to help you.

I looked at a couple YouTube videos. Are most of the people in “traditional dress” the tourists? It looks like the shopkeepers are in jeans and sweaters.

Yes, you can rent it for selfie or TikTok, is very popular there. There is a popular spot to take pictures if I recalled correctly has a swing looking down to the village.
I really don’t like that. I saw a tourist couple (a few years ago) in Mu Cang Chai taking photos of themselves dressed in traditional clothing. I suppose the local people make some money renting out the clothing and perhaps that’s a good thing.
Indeed, it’s good for local business. Many domestic tourists rent it as well.
Not sure, have you been to Wat Chaiwatthanaram in Ayutthaya, Thailand. Many traditional dress shops are booming in that parameter, and available makeup and hair services as well. That place is magnificent in sunset.
I was in Ayutthaya on my first Southeast Asia trip in 1990. I don’t remember anything like what you described - thank goodness!
