Fastest & Scenic route from Palm Springs to San Diego

My husband and I are visiting Palm Springs in July (we're from Memphis so the dry heat is much preferred over our 100% humidity:) and we are planning to drive to San Diego for the day. We plan to leave around 6 am on a Monday and return by the afternoon. We're going so my husband can get some good tacos:) We prefer the fastest route (especially on the return to PS) but want to avoid as much traffic as possible and hopefully have a scenic route as well if it's possbile to have both a fast and a scenic route. Any advice would be greatly appreciated.
