Located in the heart of the new urban area, the Cultural Center, with a construction investment of nearly 10 million yuan, features a theater, an intangible cultural heritage museum (on the 4th and 5th floors), a dance hall, a concert hall, classrooms for various art training programs, a piano room, conference rooms, a reception room, an archive room, a wardrobe, a dressing room, and offices. These facilities essentially meet the needs of mass cultural activities.

The Cultural Center boasts a comprehensive suite of advanced equipment for indoor and outdoor performances, including electronic information technology, modern technology, musical instruments, and transportation. This equipment is particularly extensive in the city, encompassing an indoor theater and a nearly 400-square-meter outdoor stage. It also features advanced lighting, sound, and effects equipment, along with over 1,000 sets of costumes. In recent years, the center has hosted various large-scale theatrical performances in Quanzhou. The Cultural Center currently comprises three departments: the Quanzhou Art Museum, the Intangible Cultural Heritage Protection Center, and the Southern Fujian Cultural Ecological Protection Center. It houses an office, a business department, an Intangible Cultural Heritage Center, a training center, and a performance service center.
