Phoenix Mountain National Forest Park is located in the operating area of Phoenix Mountain Management Office of Shanhetun Forestry Bureau in Harbin City, Heilongjiang Province.
It is located on the west slope of Zhangguangcai in the Changbai Mountain Range, above the belly of the "swan".
It has a total area of 50,000 hectares, with 89 peaks over 1,000 meters above sea level. The main peak is 1,675 meters above sea level, making it the highest peak in the Zhangguangcai Mountains.
