E-Biking the park

My wife and I are staying at Emory's Cottages Sep10-14. We plan on renting E-bikes to explore the park one day. Are E-bikes just considered a bicycle or a motorized vehicle? I ask because it says you need a permit for the Cadillac Summit road for any motorized vehicle. Hopefully, we'll get one nice day (in that window) for a bike day.

Also anyone have an opinion on best E-bike rental company? We have our own Specialized E-bikes here in Colorado and they are pedal assist only. No throttles. We like riding them in the lowest power rating (Eco) to simulate regular biking with a slight assist. We're still about getting a biking experience instead of a motor scooter experience.
