Shin-Kobe: While the Shinkansen ticket gates are clean and only offer takeout drinks and snacks, there are souvenir shops, a Western restaurant (all items available for takeout), and a bento shop just before the gates.

If you're boarding the Shinkansen from Shin-Kobe, we recommend doing any necessary shopping before passing through the gates.
