It was really close to walk from Kobe Tower to Mosaic!
Unfortunately, most restaurants were closed by 10 PM..

When I went to Kobe
I had a 2-day Hankyu Pass, so I traveled from Kyoto and went straight to Kobe in the evening!!
I took the Hankyu Line Kyoto (Kawaramachi) - Juso Station - Kobe (Sannomiya).
If you get off at Juso, the directions to Kobe are clearly marked ^^
If it's difficult, you can transfer to Umeda instead of Juso Station to go to Kobe.
