Rui'an City is a county-level city under the jurisdiction of Zhejiang Province and is administered by Wenzhou City.
In the second year of Chiwu in the Three Kingdoms Wu Dynasty (239 AD), Luoyang County was established by dividing the southern border of Daluo Mountain in Yongning County. It belonged to Kuaiji County and the county seat was set up in Lu'ao, Beihu. It was the county of Rui'an. It has seven major scenic spots such as Zhailiao Creek, a national 4A-level scenic spot. Because white crows lived in the county town, the county name was changed to Rui'an, which means auspiciousness and peace. Ruian City is one of the second batch of pilot areas for Zhejiang's high-quality development and construction of a common prosperity demonstration zone; it is a county in the revolutionary cultural relics protection and utilization area, a demonstration county (district) for the National Intellectual Property Strong County Project, one of the top 100 counties and cities in the country in terms of comprehensive strength, one of the top 100 counties and cities in the country in terms of investment potential, one of the top 100 counties and cities in the country in terms of green development, one of the top 100 counties and cities in the country in terms of new urbanization quality, a national agricultural product quality and safety county, a national demonstration county for "Four Good Rural Roads", and one of the top 100 counties in the country in terms of business environment. In December 2020, it entered the top 100 county-level cities in terms of comprehensive competitiveness in the country. In October 2021, it was selected into the list of “Top 100 Smart Cities in China in 2021”.
