From Sakai, it takes just under two hours to get there by Nankai Railway's Southern Express and Wakayama Bus. While access isn't the best, I found Marina City easy. Admission is free, including to Porto Europa within the park, but there are separate fees for rides. While the attractions seem to be geared more towards children, the High Dive water slide was thrilling and fun even for adults. (Please note, you'll get quite wet.)
