In 1929, a large bell tower with a mixed structure was built at the Changdi Road Wharf opposite the estuary. The building is five stories high and covers an area of ​​16 square meters. The walls are built with red bricks and the seams are sealed with white lime.

The big clock is set on the fifth floor. Seven two-centimeter-thick marble blocks are installed on the four sides to form a clock face with a diameter of two meters. The clock moments are engraved on the marble face and embedded with a lead plate painted black. The hour hand on the clock face is 0.96 meters long and the minute hand is 1.6 meters long. The time-telling sound is composed of two cast iron bells, one large and one small, which tell the time every 30 minutes.

At that time, the clock was a windlass with a 10-meter-long steel wire rope, and a large iron bowl was hung on the other end. The vertical weight was used to start the clock. The weight dropped from the fourth floor to the ground floor, which took two days. Therefore, the windlass had to be turned every two days to roll the weight up to the fifth floor, and the cycle was repeated. The time was relatively accurate. However, the operation of this backward windlass could no longer meet the needs of Hainan's special economic zone. Therefore, in 1987, the Haikou Municipal People's Government rebuilt the old Haikou Bell Tower into a new Haikou Bell Tower with modern features, using advanced electronic clocks to ensure accurate timekeeping.
