Jiaying Temple, located 12 kilometers southeast of Wuzhi County in Jiaozuo, Henan Province , is the only temple in Chinese history dedicated to the management of the Yellow River. It is also the best-preserved and largest Qing Dynasty architectural complex in Henan Province. Construction began in the first year of the Yongzheng Emperor's reign to honor river gods and reward officials who had made contributions to river management. Combining a palace, temple, and government office, the Temple of the Dragon Kings of the Yellow and Huai Rivers boasts an architectural style similar to that of the Forbidden City, earning it the nickname " The Little Forbidden City of the Yellow River . "
Jiaying Temple is divided into two main courtyards, north and south. The north courtyard houses the river god and the palace complex for river patrols. Along the central axis, in order from north to south, lie the Mountain Gate, the Imperial Stele Pavilion, the Strict Hall, the Central Hall, the Gongyi Pavilion, and the Shunwang Pavilion. On either side, symmetrically, lie the Side Gate, the Imperial Horse Pavilion, the Bell and Drum Towers, the Changing Hall, the Dragon King Hall, and the Wind and Rain Temple. The east-west cross-courtyard houses the River Terrace and the Daotai Yamen.
The South Courtyard originally housed a theater and memorial archway. The Imperial Stele Pavilion resembles a Qing Dynasty imperial crown. Inside, a large bronze stele inscribed with the calligraphy of Emperor Yongzheng himself stands. The Great King Hall's caisson ceiling features sixty-five dragon and phoenix paintings, a truly unique example of Manchu style. Inside the hall , a golden plaque reads " Qinci Runyu . " Research has confirmed that " Runyu " was the title bestowed by Emperor Yongzheng on Niu Niu, the Chief Censor at Dukou, Wuzhi. Niu Niu was the emperor's uncle and the first abbot of Jiaying Temple.
