Xiaoyin Garden, located in the Hangzhou Flower Garden, consists of three antique villas connected by winding corridor bridges, small bridges, flowing water, pavilions, towers and waterside terraces. It is a typical private garden in the south of the Yangtze River. It is a place for viewing chrysanthemums and displaying chrysanthemum culture, and chrysanthemum viewing activities are often held there.

Xiaoyin Garden was first built during the Song Dynasty. Once upon a time, there lived a woman named Ju, whose singing and dancing were so exceptional at the Xianshao Court that she earned the nickname " Chrysanthemum Head " within the palace. Later, she was recruited into the imperial court, a sentimental event that left Chen Yuan ill. A certain scholar , " well-informed about this incident, " composed a poem titled " A New Chrysanthemum Song " to commemorate the event. During the reign of Emperor Xiaozong of Song, the garden was incorporated into the Chonghua Palace and renamed Xiaoyin Garden.
