Ninghua County, established in the 13th year of the Kaiyuan reign of the Tang Dynasty (725 AD), is located in western Fujian Province, at the eastern foot of the Wuyi Mountains. It is one of the counties bordering Fujian and Jiangxi provinces. It lies between 25°58′-26°40′N and 116°22′-117°02′E, bordering Shicheng and Guangchang counties in Jiangxi Province. It is the source of one of the Three Rivers (Minjiang, Ganjiang, and Tingjiang). The entire county lies within a relatively depressed zone within the extensive uplift of the Fujian-Jiangxi Platform. The terrain descends from west to east, forming five distinct zonal landforms from north to south. Low mountains, hills, and basins account for 96% of the county's total area. The county seat is 320 meters above sea level. The main rivers, Dongxi and Xixi, converge at the eastern outskirts of the county seat, forming the Cuijiang River.
