Excavation began in 1961 (the 60th year of the Republic of China) and took five years to complete, with completion on March 22, 1966. Originally used for landing boats and the transport of personnel and supplies, it was abandoned in 1986 due to the island's declining functionality. The Kinmen National Park Administration took over maintenance in 1997, and the tunnel officially opened to the public in 1998, becoming a major tourist attraction in Kinmen County.
