During the Yongle period, Zhenyuan implemented the policies of " transforming aboriginals into commoners " and " governing both aboriginals and commoners " . In order to open up the Southern Silk Road, Su Tianci, a wealthy businessman from Huguang, took advantage of his cousin's position as the general of Zhenyuan Guard and bought many talented beauties from Jiangnan to open the " Misty Rain City " here .
