Transit in Beijing

Hi All

I am going to Seoul later this year with a transfer in Beijing.

As it stands I will have just over 5 hours between landing and my connecting flight on to Seoul. This is a self transfer so I will need to collect my luggage and then check in again.

With this in mind I am under the impression I won't need any advance visa or permission to collect my bags, check in for my second flight and on I go, as I am well within the 24 hour visa free period.

I am unclear as to what the 24 hour visa free transfer allows me to do. Am I allowed to simply stay in the airport, wait for my next flight and leave, or would I be able to leave the airport, perhaps get a taxi into the City Centre and spend a few hours there?

If the latter - and the 24 hour visa free option allows me to head out of the airport - then I'd be tempted to do that or even change my connecting flight to one later in the day to allow some additional time in Beijing to have a quick look around, but this is going to cost me extra and I don't want to add to my transfer time or incur extra cost if I'm not likely to be permitted to leave the airport and explore.
