China has a long history of establishing customs. The checkpoints of the Western Zhou Dynasty were "movable but unconquerable" and had a military defense function.

During the Eastern Zhou Dynasty, "customs" were implemented. The customs were responsible for inspecting incoming and outgoing travelers and goods, collecting taxes, and inspecting smuggling.
