I visited Gangneung for my summer vacation with my dog. Since it's a famous dog-friendly hotel, they offer stroller rentals!
It says first-come, first-served, but luckily, there were plenty :)

If you book a dog-friendly room, they give you a dog pad and treats at check-in!

It's close to the beach, and even though it wasn't an ocean room, I loved the ocean view. The breakfast was delicious, and the hotel pool was clean, so I highly recommend it.
