The place has a vibrancy and energy due to growth and governmental/commercial change - you will be an instant millionaire with the dong being valued so low so definitely take advantage of the shopping, so much wonderful local (read Asian) arts and handicrafts to buy at really low prices - if you're happy with the price then it's not worth bargaining because these people are poor, help them out!
