Kobe's cityscape is also famous, and this time I specially found two free spots to enjoy it. Suwayama Park is a bit arduous, requiring an uphill climb, and there are many mosquitoes, and the view is limited.
In contrast, the Kobe City Hall Observation Deck on the 24th floor is directly accessible by a dedicated elevator. While not a 365-degree view, it's at least 180 degrees, facing Kobe Port directly, and has air conditioning—very pleasant.
Looking down from the Kobe City Hall Observation Deck, you'll notice a circular green space, the famous Touyu Gardens. Every December, they host a festival of light to commemorate the Great Hanshin Earthquake.
