Bay Park is located on the west side of Hubin West Road on Xiamen Island, between the western sea area of ​​Xiamen and Yuandang Lake. It has a flat terrain and from the park you can overlook the sea to the west, Yuandang Lake and Bailuzhou Park to the east, Haicang Bridge to the northwest, and the beautiful Gulangyu Island is also within sight.

The expansive Stepping Star Plaza draws the breath of the sea directly into the land, connecting to the city's inner lake. The Plaza's ground lighting features underground floodlights, allowing light to filter through holes in the perforated steel panels, allowing for a glimpse of the stars. Five secondary axles of ground lights are arranged in an array along the centerline of the road. The striking, pure blue light points guide the path, like navigation lights pointing the way to the sea.
