According to expert research, during the first year of the Kangxi Emperor's reign, the Qing government implemented a policy of " relocating the border and banning sea travel . " It ordered General Shi Lang to oversee the construction of a city, naming it " Chengnei , " also known as " Xiacheng . "

The Mintai Town is more than 350 years old and is oval in shape. It was originally 150 meters wide from east to west and 200 meters long from north to south. There are four city gates in the east, west, south and north, and four ancient temples, including the " Guanyin Temple, Wangye Temple, Chenghuang Temple and Xuantianshang Temple " , are set up to guard the city.

Xiacheng Old Street runs through the city from north to south, revealing a faint remnant of its former appearance. Gongchen Gate, Xiamen's only ancient city gate, is preserved here. A five - story building with a strong Southern Fujian style, dating from the early to mid-Qing Dynasty, boasts a simple and elegant exterior and a rich history, making it a rare large-scale residential building in Xiamen.
