The clock tower was built around the 1920s. Its exact date and original owner are currently unknown; it is known that the first owner was a wealthy man named Chen, who had numerous concubines and children, and the tower's ample rooms made it a suitable place for them. The clock tower is a contemporary Western-style structure, lacking the floor-to-ceiling windows and shutters of European architecture. Instead, it features iron grilles behind the glass windows. This design can be seen on the US Consulate and has been used on many buildings since then.

There's no damp-proof layer or annex, and the columns aren't the standard Greek order, but rather a style transformed by designers and craftsmen, adding decorative sculptures to the Ionic style, creating a unique style. The facade decoration is also simple and bright, using the natural color of cement granite gravel, which blends naturally with the granite tones of the moldings and steps, creating a striking visual effect of brightness, slenderness, and elegance. The best areas are the two wings and the third floor, which are well-ventilated and sunny, warm in winter and cool in summer. The third floor is particularly luxurious, with its door and window lintels and parapets adorned with rich relief carvings.
