Qilin Bay Park is located on the banks of Nanchuan River and is a national AAA tourist attraction. It was rebuilt from the former children's park. Qilin Bay Park was completed and opened in 2008. The park maintains the original crystal and tree scenery of the children's park. The water from the Qilin Spring is diverted into a stream that runs through the entire park. On the west side of the park is the Qilin Bay commercial area.
On the east side of the lake, there is a tall white relief sculpture called "Qilin Offering Auspiciousness". In 1939, the people of Xining diverted the spring water, built embankments and excavated the lake, constructed pavilions and terraces, and built a garden for tourists to enjoy. It was named "Qilin Park" and is one of the scenic spots in Xining. The spring under the earth slope on the west bank of Nanchuan River is also known as "Qilin Spring".
In 1951, after renovation, Qilin Park was renamed Victory Park; in the 1980s, Victory Park was renamed Children's Park, and is surrounded by flowers and trees such as peonies, lotus flowers, chrysanthemums, plum blossoms, pomegranates, and fairy peaches, as well as reliefs of bats, clouds, and longevity characters.
The plateau has a continental climate with abundant sunshine, long cold winters and cool summers. Summer is the best time to travel.
