Beishan Park is located in Beishan, Chengbei District, Xining City. Xining Beishan is also known as Tulou Mountain. A shrine to the Tulou Mountain God once stood on the mountain. A temple, formerly known as Beichan Temple or Yongxing Temple, was built on the site of the shrine. Li Daoyuan of the Northern Wei Dynasty wrote in his "Water Classic": "The Huangshui River flows eastward, passing south of Tulou. North of the building, nestled against a mountain plain, a peak rises three hundred feet, seemingly carved into a stone. Below the building stands a shrine, with carved walls still visible." This suggests that Beishan has a history of over 2,000 years.
Tulou Mountain's historical sites primarily include Buddhist temples, Taoist temples, brick pagodas, caves, murals, and an open-air Buddha statue. Through generations of expansion and renovation, caves have been carved into the cliffs, forming a network of "nine caves and eighteen caves" from west to east. The caves are connected by "sky-high ladders and stone planks," and winding paths lead to secluded and secluded areas along the red cliffs for miles.

Surrounded by lush greenery, the park exudes a solemn and dignified atmosphere. The second level houses the Ruihe Stone and the Ruihe Pavilion, both of which bear inscriptions from the Song and Ming dynasties. The third level houses the Stone Pagoda, built during the Baoyou reign of the Southern Song Dynasty. This nine-story, octagonal granite pagoda, with windows on each floor, stands 18.52 meters tall. Beside the pagoda stands a gourd-shaped boulder.
