Xiayuan is located on the south bank of Daming Lake in Jinan City, Shandong Province. It was built in 1909 when Luo Zhengjun, the Shandong Education Commissioner, founded the Shandong Library. In front of the tower stands the Hongya Pavilion (before which stands the reading room), used to store books and antiques. To the west of the tower is a shrine, and to the east stands the Hongyue Pavilion. Other buildings include the Jinsi Pavilion, the Bilinlang Pavilion, the Tiyao Gouxuan Room, the Mingyifang (children's reading room), the Haoran Pavilion, and the Chaoshuang Terrace, which housed ancient stone tablets, decorated books, provided accommodation for staff, and provided rest for readers.
