It is a comprehensive facility integrating Kunming's drinking water supply, landscape enhancement, and Dianchi Lake management. The park's waterfall landscape area leverages the artificial waterfall and lake created by the Niulan River water diversion project. The park utilizes a 12.5-meter elevation difference to create a 400-meter-wide waterfall. This artificial waterfall is the largest in China in terms of width, flow rate, and scale.

The Waterfall Park is close to the Songhuaba Reservoir, the source of Kunming's water. It is a free tourist attraction and a supporting project built for the Dianchi Lake water diversion project.
