Located in Puqian Town, Wenchang City, Xibei Academy was one of Hainan's most famous academies during the late Qing Dynasty. Founded in 1893, the 19th year of the Guangxu reign of the Qing Dynasty, the academy employed numerous scholars to lecture there from its completion until the third year of the Xuantong reign. It has continued to function as a school since the Xinhai Revolution.

Facing south, the academy is a grand institution, covering over 20 mu (approximately 16 acres). Flanked by brick side rooms, its curved roofs covered with glazed tiles. From afar, the ancient Xibei Academy, with its red walls and green tiles, stretches from entrance to exit, exudes a refined beauty despite the vicissitudes of history, with its red glazed eaves, dark red lacquer walls, and creeping green vines. The plaque on the door bears the four characters "Xibei Academy" inscribed by Yang Shoujing, a renowned calligrapher from the late Qing Dynasty. Even today, it inspires awe.
