Explore Baku: The World's Lowest Capital City
On the shores of the Caspian Sea in Azerbaijan lies Baku, the world's lowest capital city, at 28 meters below sea level.
Geographically, Baku is located on the Absheron Peninsula, which has undergone long geological changes.
