This is the entrance to the shrine side of Nishi Park, one of the '100 Cherry Blossom Spots'. You can either come down from above or look at Nishi Park from below.

Ohori Park and Maizuru Park are popular cherry blossom spots in Fukuoka, but I also recommend Nishi Park. If you have time, you can walk there.

Nishi Park is a park, but it is formed a bit like a forest,
so it feels like you are getting phytoncide.
