If you're listing places worth visiting in Sokcho, the Sokcho Eye is definitely number one! There is an issue with demolition, though ㅠㅠ

It was actually prettier than I had heard, and the fact that the cafe spans four floors meant it wasn't too crowded, which was even better.

In addition to the 4th floor terrace where you can view the Sokcho Eye, there are photo zones all over, making it a genuinely beautiful cafe. Unlike many cafes of this sort, Bossa Nova Coffee Roasters guarantees the taste of both coffee and bakery items, which is why I recommend it even more.
