It is located on the street next to Namba Parks Carnival Mall. This is Namba's lucky frog. The sign says, "Pat the belly of the Namba frog and go home, as your belly will turn into good fortune," and people are stroking its belly because they believe that stroking its belly may bring good fortune. The belly part was bald. Check it out while you're out shopping.
