Surprisingly, it has an elevator to go up, but the sea view is not very impressive.

Especially near the Netherlands Pavilion, it is recommended to view from the higher spots around the Netherlands Pavilion.

Also, the area under the dome is unexpectedly cool.
It is a very good place to rest.
If you visit in summer, moving between distant pavilions
walking under the dome will be more comfortable.
