The former site of the New Fourth Army Headquarters, located in Yunling, 25 kilometers west of Jingxian County, is a National Key Cultural Relic Protection Unit and one of the Eight Important Historical Sites of Modern China. Comrade Chen Yi personally inscribed the museum's name in 1963. From July 1938 to January 1941 , the New Fourth Army Headquarters moved here from Yansi, She County. The headquarters' various offices were located in 13 natural villages along a 15- kilometer-long mountain range between Yunling and Sigu Mountain .

The military headquarters was located in Luoli Village, on the site of two former landlord estates: Zhongmo Garden and Dafudi . The estate consisted of 71 houses, a building, and a small garden. Ye Ting, Xiang Ying, and Zhou Zikun all lived there. Vice Chairman Zhou Enlai also stayed at Zhongmo Garden during his inspection tour of Yunling .

The museum houses over 4,000 precious images, cultural relics, and materials . Through a combination of restored and supplementary displays, it recreates the remarkable achievements of the older generation of proletarian revolutionaries of the New Fourth Army, as well as the tragic events of the Southern Anhui Incident , which shocked the world .

The memorial hall currently protects ten old sites, including the Army Headquarters, the Army Hall, the Repair Shop, the Political Department, the Teaching Team, the Battlefield Service Corps, the Southeast Bureau of the Central Committee of the Communist Party of China, the Martyrs' Cemetery, and the Ye Ting Bridge. It has also added new facilities such as the Yunling Stele Garden, the Ye Ting Bronze Statue Square, and auxiliary exhibitions.
