In October 1930, Comrade Mao Zedong presided over a joint meeting of the Front Committee of the First Red Army and the Jiangxi Provincial Executive Committee in Luofang, Xinyu County. This meeting, known as the "Luofang Conference," formulated the operational strategy of "luring the enemy deep into our territory," advancing the Red Army's strategic and tactical principles to a new level. To commemorate the Luofang Conference, Xinyu City built the Luofang Conference Memorial Hall on the site in 1973. The hall, a quadrangle-style building with a distinctive ethnic style, covers 12,000 square meters, with a floor area of 3,000 square meters.
From October 25 to 30, 1930, in order to determine the direction of the Red Army's actions and smash the enemy's first "encirclement and suppression" of the Central Soviet Area, Comrade Mao Zedong presided over a joint meeting of the General Front Committee of the First Red Army and the Jiangxi Executive Committee in Chenjia Nao, Luofang, Xinyu County. This meeting is known in history as the "Luofang Meeting."
Those attending the meeting included Mao Zedong, secretary of the General Front Committee of the First Red Army, Zhu De, commander-in-chief, Peng Dehuai, commander of the Red Third Army, Li Wenlin, secretary of the Jiangxi Provincial Committee, Zeng Shan, chairman of the Jiangxi Soviet Government, Chen Zhengren, propaganda minister of the Jiangxi Provincial Committee, Zhou Yili, representative of the Central Committee of the Communist Party of China's Yangtze River Bureau, Teng Daiyuan, political commissar of the Red Third Army, Zhu Yunqing, chief of the general staff of the First Red Army, Yang Yuebin, director of the General Political Department, Gu Bo, secretary-general of the General Front Committee, Huang Gonglue, commander of the Red Third Army, Cai Huiwen, political commissar, Lin Biao, commander of the Red Fourth Army, Luo Ronghuan, political commissar, He Changgong, commander of the Red Eighth Army, Luo Binghui, commander of the Red Twelfth Army, and Yuan Guoping, director of the Political Department of the Red Third Army, and more than ten others.
