Wanghai Tower, also known as Enbo Tower, is located at the foot of Fenghuang Mountain in the southern suburbs of Zhaotong City. It was built in 1760 by Shen Shenglin, the magistrate of En'an County, during the 25th year of Emperor Qianlong's reign in the Qing Dynasty. It was designated a municipal cultural relic protection site in 1983. During the Xianfeng reign, Wanghai Tower was destroyed by war. During the Guangxu reign, local gentry Yang Luqian initiated and funded its reconstruction. The couplet inscribed on the gate reads: "A myriad of auras fill the fields, willows and pavilions greet the phoenix." After further renovations in 2010, the "Enbo Mirage," one of the "Eight Scenic Spots of Zhaoyang," was relaunched for the public.
Wanghai Tower is not only a scenic spot in Zhaotong but also a memorial to the early revolutionary activities of the CCP Zhaotong underground party. In early 1929, commissioned by the Yunnan Provincial Working Committee of the CCP, members of the Provincial Working Committee traveled to Zhaotong to convey the Provincial Working Committee's "Instructions on Strengthening Rural Work." The meeting to convey the instructions was held in Wanghai Tower. Since then, comrades of the CCP Zhaotong underground party have often visited Wanghai Tower under the guise of outings to maintain work contacts.
The plateau monsoon climate is a three-dimensional climate where subtropical and warm temperate zones coexist. Wanghai Tower has now been integrated with Wanghai Park to become a holy place for leisure, entertainment and education for Zhaotong citizens, suitable for travel in all seasons.

Currently, there are no night visits or light shows at Wanghai Tower. However, the tower is beautifully lit up at night, providing a great opportunity for photography.
