The Memorial to the Fallen Soldiers of the Soviet Red Army was originally located in the center of Shenyang South Railway Station Square in Shenyang City, directly facing Zhonghua Road Street.

Construction began in late August 1945 and was completed in October of the same year. It is now a provincial-level cultural relic protection site. The monument has now been relocated to No. 1 Shanggangzi, Lingdong Street, Shenyang, next to the War to Resist U.S. Aggression and Aid Korea Martyrs Cemetery. The monument commemorates the Soviet Red Army tank martyrs who died in the battle to liberate Shenyang on August 24, 1946, while cooperating with the Chinese People's Armed Forces to defeat Japanese imperialism. It symbolizes the fighting friendship between the Chinese and Soviet peoples.

The monument is a square column built of granite blocks, standing 24.27 meters tall. It consists of the top, the body, and the base. The monument itself stands 18.4 meters tall. The front features a bronze-cast five-pointed star with a sickle and hammer, the Soviet emblem in the center, and the Russian inscription "Glory to the Great Soviet Army" below.

On the lower left and right sides of the monument are two bronze inscriptions of Soviet tank unit battle deeds. A large bronze sickle and hammer emblem is inlaid on the top of the monument, and the names of the martyrs are inlaid below.

A bronze tank model, 4.5 meters high, is placed on top of the monument. The monument base is square, with stone steps on the east and west sides, 1.37 meters high, and surrounded by square stone pillars, with iron chains between the pillars.
