"That Dam" is located exactly halfway between Nam Phu Fountain Square and Talat Sao. It is a stupa built in the 16th century. It is a landmark of Vientiane, but it is in a slightly unusual location. Usually, stupas are enshrined in the center of a temple, but it is a roundabout in the middle of an intersection. There are stylish cafes and restaurants around the stupa. This is the only place where you can have tea and a meal right in front of a stupa!
