Legend has it that in 1784, Emperor Qianlong took his sixth boat tour of Yangzhou's Slender West Lake. Gazing at the scenery around the Five Pavilion Bridge from the water, he lamented, "It's a pity there's no White Pagoda. Otherwise, this place would look just like the spring shades of Qiongdao Island in Beihai." The commenter, unintentional, was heard with interest. A wealthy Yangzhou salt merchant promptly paid a eunuch 100,000 taels of silver for a design of the Beihai White Pagoda, and that very night, he built a White Pagoda out of bags of white salt. This is the story of "Building a Pagoda in One Night," which has been passed down in Yangzhou to this day.

The Yangzhou White Pagoda stands 27.5 meters tall, resting on a waisted Sumeru pedestal. It has eight sides and four corners, each with three niches carved with the twelve zodiac animals. Unlike the heavy and robust Beihai White Pagoda, the Yangzhou White Pagoda stands tall and graceful, creating a striking contrast with the nearby Five Pavilion Bridge.
