The Zhengzhou Art Museum was invested and built by the Zhengzhou Municipal People's Government as a key cultural development project during the city's Ninth Five-Year Plan. Its foundation stone was laid on April 20, 1995, and it opened to the public in October 1997. Located in the Zhengzhou High-Tech Industrial Development Zone, it covers an area of 28.4 mu (approximately 1.6 acres), has a construction area of 5,200 square meters, and a total investment of 20 million yuan.
Zhengzhou Art Museum (Zhengzhou Painting Academy) is affiliated to Zhengzhou Municipal Bureau of Culture and is a fully-funded public institution. Its establishment has gathered a group of professional painters. It currently has 4 first-level artists, 7 second-level artists, and 7 third-level artists. It undertakes the tasks of calligraphy and painting creation and art research for the Zhengzhou Municipal People's Government and the Art Museum, and shoulders the heavy responsibility of art creation research and spiritual civilization construction.

The main building features two 600-square-meter circular exhibition halls, a 300-square-meter display hall, a 400-square-meter multi-purpose hall, two 100-square-meter galleries, a 200-square-meter reception hall, and a three-story artist's studio building with 21 studios. Equipped with national Class II surveillance and fire alarm systems, the museum is capable of hosting large-scale exhibitions of various art genres, both domestically and internationally.
