Anciently known as "Xiagui," "Lianshao," "Nanxinfeng," and "Lingyuan," it serves as the seat of the Weinan Municipal Party Committee and Municipal Government, serving as the city's political, economic, cultural, transportation, commercial, and logistics center, as well as a focal point for decision-making, communication, and management. It is one of the most important birthplaces of Chinese civilization. The district governs 28 towns (communities), with a permanent population of 900,100 (2017) and a registered population of 1,026,100 (2016). By the end of 2015, Linwei District's central urban area had a built-up area of 71 square kilometers, with a residential population of 600,000 within its central urban area. It is the largest city in the Yellow River Golden Triangle region of Shanxi, Shaanxi, and Henan, and a regional center in eastern Guanzhong. With a total area of 1,221 square kilometers, Weinan was known as the "provincial capital" and "the most scenic city in the Three Qin states" as early as the heyday of the Tang Dynasty. Throughout its long feudal history, Weinan served as a vital hub for the capital, a legend sung by poets.

Linwei District has a warm temperate continental monsoon semi-humid climate, with an average temperature of 13.6°C. The hottest month is July, with an average of 27.3°C, and an annual extreme high of 19.7°C, with an extreme high of 42.2°C (June 21, 1966). The coldest month is January, with an average of -0.6°C, and an annual extreme low of -8.4°C, with an extreme low of -15.8°C (January 12, 1969). All seasons are suitable for travel.
Linwei District boasts the Youhe River Ecological Scenic Area and the breathtakingly beautiful Shigushan National Forest Park in the southern part, the Xiaji Huizhao Temple Pagoda, built during the Tang Dynasty, in the northern part, and the Huidui Ruins, the only remaining site in China of the Qin Shihuang Emperor's book burning platform, as well as the Liugu Spring, one of Weinan's Eight Scenic Spots. Linwei District borders the Qin Mausoleum Terracotta Warriors and Horses, one of the Eight Wonders of the World, and the Huaqing Hot Spring to the west, and the world-renowned Mount Hua to the east, offering significant potential for tourism development.
