Jingbian County, under the jurisdiction of Yulin City, Shaanxi Province, is located in northern Shaanxi Province and southwest of Yulin City, between longitudes 108°17′–109°20′ east and latitudes 36°58′–38°03′ north. Historically known as "Xiazhou" and "Shuofang," Jingbian was established as a "Jingbian Guard" (meaning "pacifying the border") in the sixth year of the Hongwu reign of Emperor Taizu of the Ming Dynasty (1373), and as "Jingbian County" in the ninth year of the Yongzheng reign of the Qing Dynasty (1731).

In March 2019, it was listed in the first batch of county-level revolutionary cultural relics protection and utilization areas.

Jingbian was historically known as "Xiazhou" and "Shuofang" [2]. Yuwen Kai, a great architect from the Sui Dynasty, planned, designed, and supervised the construction of Daxing City (Chang'an City of the Tang Dynasty), which became a model for urban construction in later generations. The ruins of Tongwancheng, the capital of the Great Xia Kingdom, are the only capital city ruins left by the Xiongnu people in human history.
