
Saihan Pagoda is located on Dongbaliang, 1,780 meters above sea level in the park. With a base height of 4 meters, a tower body of 42.8 meters, and a span of 21 meters, it features seven stories and an octagonal structure modeled after an ancient structure. The tower is equipped with a staircase and elevator, accommodating approximately 100 people at a time. It serves as a multifunctional facility for forest fire surveillance, ecotourism, reenactment of the Mulan Autumn Hunt, Buddhist displays, and photography of the four seasons on the dam.
Climbing up the Saihan Pagoda, you can take in the vast forests of Qianliba. In spring, the colors are vibrant: the grass is green from afar, the trees are sprouting new leaves, and the fiery red of the rhododendrons paints the distant mountains and nearby ridges.
Summer is the best time to climb the tower. Looking east, you can see green waves surging and blue waves surging into the sky; looking south, you can see all the mountains, which are as green as ink; looking west, you can see a green carpet spread on the grassland, and lakes of all sizes are like bright eyes, giving people infinite vitality; looking north, you can see millions of acres of artificial forests connected to Ulan Butong, which is very inspiring.
In autumn, painters and photographers flock to the area, where the "refreshing air welcomes the face and the autumn colors satisfy the soul".
