Zhongxing Reservoir is located 15 kilometers north of Feidong County, at 117°26'E and 32°01'N, upstream of the Dianbu River. It is a tributary of the Nanfei River in the Chaohu Lake system and serves as a counter-regulation reservoir on the Chuhe River main canal in the Pishihang Irrigation District. It controls a drainage area of 114 square kilometers and has a total storage capacity of 99.48 million cubic meters. The hub project consists of a barrage, intake gates, regulating gates, flood culverts, and emergency spillways.
The reservoir hub is designed to irrigate 314,400 mu (approximately 16,000 acres) of water via upstream pumping stations at Zhongxing and Gaotang, and 40,000 mu (approximately 16,000 acres) of water via gravity irrigation via the Chuhe River main canal. The reservoir's annual agricultural irrigation water volume reaches 19.37 million cubic meters. Furthermore, the Zhongxing Reservoir provides domestic water for 200,000 residents of Feidong County and the Longgang Industrial Zone in Hefei, as well as water for industrial enterprises such as the Hefei Second Power Plant and the Hefei Railway Hub, with an annual water supply of 13.44 million cubic meters. Downstream, the reservoir protects Feidong County, Couzhen Town, and other areas with a population of 300,000 and over 100 industrial enterprises. The Huainan and Ningxi Railways, which stretch 2.2 kilometers, and the Hening, Hexu, and Hechaowu Expressways, are located along the reservoir, playing a vital role in the socioeconomic development of Feidong County and Hefei City.
The reservoir was built in 1958 and completed in 1972. The average annual rainfall in the reservoir area is 900 mm. The design flood is for a 100-year event, with a flood level of 46.38 meters. The verified flood is for a 15,000-year event, with a flood level of 47.27 meters and a functional water level of 45.6 meters. The functional storage capacity is 68.5 million cubic meters, and the dead water level is 39.0 meters, with a storage capacity of 6.6 million cubic meters. The barrage is a homogeneous earth dam, 3,180 meters long, with a maximum height of 26 meters and an average height of 14 meters. The crest width is 5.5 meters, with a crest elevation of 49.2 meters. The dam has a slope of 1:3 upstream and 1:2.5-4 downstream. The wave wall is 1.1 meters high, with a crest elevation of 50.3 meters. The inlet and outlet gates are two, measuring 2.5 by 3.0 meters, with a base elevation of 42.5 meters, and a maximum discharge flow of 25 cubic meters per second.
