Moving between terminals at night

I arrive on flight from Bangkok at about 9pm with over 6 hour layover in Capital airport terminal 2. I see terminal 3 has better facilities. Would I be able to go from T2 to T3 to use their facilities? I should say my outbound flight is also international.
