It is better to visit in the morning than in the afternoon when there are many people, and the night view is also really great, so it would be good to choose a time that suits you. The building itself is tall, so it is easy to find, and there are many good places to take pictures on the first floor, so enjoy it as much as you can. Personally, I think the Umeda Sky Building and the Harukas 300 Observatory are the best of the best, so I think it would be best to go to one of them according to the morning opening time and the other one for the night view.
