It was originally the private residence of the deputy capital official built in the 11th year of Jiaqing in the Qing Dynasty (1806), also known as the adults' mansion. At the end of the Qing Dynasty, Cheng Dequan, the governor of Heilongjiang, began to build it on this basis, and it was later built after Zhou Shumo became the governor.

The Warlord's Office was originally a three-entry building. Now there are only one two-story building and three bungalows left, with a construction area of 1,214 square meters.

The Heilongjiang Military Governor's Office was a political, military, economic, and cultural command center and decision-making body established in Heilongjiang during the Republic of China.

In history, twelve leaders including Song Xiaolian, Wan Fulin, and Ma Zhanshan performed official duties here.
