Tenguyama, a landmark of Otaru, can be easily accessed by car via the ropeway. (You can also walk there.)

There are three observation decks at the summit, and this is one of them. It is an observation deck on the rooftop of the building where the ropeway lands. It is the best place in terms of overlooking the city center and the harbor. There is a sofa space outside, so you can relax and enjoy the view. It is open until late at night, so you can also see the night view.
