In the first year of the Jian'an period of the Later Han Dynasty (196 AD), Cao Cao welcomed Emperor Xian of Han and relocated the capital here. Xudu was divided into two cities: the inner and outer city. The inner city, the imperial city, was circumscribed by nine li (129 steps) and housed the imperial palace, imperial gardens, and the prime minister's residence. The outer city, encompassing 15 li (15 li), featured the Yuxiu Terrace in the southeast corner, where Emperor Xian of Han offered sacrifices to heaven. It was one of the Five Capitals during the Cao Wei period, but was destroyed by fire during the Southern and Northern Dynasties by the Northern Wei general Zhou Ji.

In the spring of 1987, the remains of a bronze casting workshop were discovered in Penli Village, the ancient city district, offering a glimpse into the splendor and prosperity of Xudu.
